Resolution Approving Contractual Services Agreement with Environmental <br /> Science Associates, Inc. , for Professional Services Relating to <br /> Shoreline Restoration Monitoring. <br /> The City Council asked for an explanation of the work to be done under <br /> the contract. <br /> Bill Silva, City Engineer, explained that the area to be monitored was <br /> a tide-land area where rubble had been deposited and has now been <br /> removed. He said the contract was to monitor restoration of the wet- <br /> land area as required by the Army Corps of Engineers. He described the <br /> work that has been done to date and said the 1991-92 budget contains <br /> funds for monitoring the shoreline in addition to this contract. <br /> The following Resolution was then introduced: <br /> RESOLUTION NO. 91-142 (2323) <br /> RESOLUTION APPROVING CONTRACTUAL SERVICES AGREEMENT WITH <br /> ENVIRONMENTAL SCIENCE ASSOCIATES, INC. <br /> FOR PROFESSIONAL SERVICES RELATING TO <br /> SHORELINE RESTORATION MONITORING <br /> Introduced by Council Member Santos who moved its adoption, seconded by Council <br /> Member Perry and carried by the following called vote: <br /> AYES: Council Members Corbett, Faria, Glaze, Perry, Polvorosa, Santos; <br /> Mayor Karp ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br /> B. Matter of City Council Endorsement of ABAG Declaration of Fiscal <br /> Interdependency and Statement of Guiding Principles. <br /> The City Council said they were concerned regarding the emphasis in the <br /> endorsement on sharing revenue. They said they did not feel the City <br /> had enough input on this resolution. Council Member Santos noted that <br /> there are diverse positions among the various agencies regarding <br /> revenue. <br /> Council Member Perry said this was originally supposed to be a tool to <br /> approach the legislature during the budget process. She suggested that <br /> the item be tabled. <br /> No action was taken on this matter. <br />
