Minutes - San Leandro City Council Meeting - July 15, 1991 Page - 12 - 7. NEW BUSINESS A. Resolution Approving Contractual Services Agreement with Environmental Science Associates, Inc. , for Professional Services Relating to Shoreline Restoration Monitoring. The City Council asked for an explanation of the work to be done under the contract. Bill Silva, City Engineer, explained that the area to be monitored was a tide-land area where rubble had been deposited and has now been removed. He said the contract was to monitor restoration of the wet- land area as required by the Army Corps of Engineers. He described the work that has been done to date and said the 1991-92 budget contains funds for monitoring the shoreline in addition to this contract. The following Resolution was then introduced: RESOLUTION NO. 91-142 (2323) RESOLUTION APPROVING CONTRACTUAL SERVICES AGREEMENT WITH ENVIRONMENTAL SCIENCE ASSOCIATES, INC. FOR PROFESSIONAL SERVICES RELATING TO SHORELINE RESTORATION MONITORING Introduced by Council Member Santos who moved its adoption, seconded by Council Member Perry and carried by the following called vote: AYES: Council Members Corbett, Faria, Glaze, Perry, Polvorosa, Santos; Mayor Karp ( 7 ) NOES: None ( 0 ) ABSENT: None ( 0 ) B. Matter of City Council Endorsement of ABAG Declaration of Fiscal Interdependency and Statement of Guiding Principles. The City Council said they were concerned regarding the emphasis in the endorsement on sharing revenue. They said they did not feel the City had enough input on this resolution. Council Member Santos noted that there are diverse positions among the various agencies regarding revenue. Council Member Perry said this was originally supposed to be a tool to approach the legislature during the budget process. She suggested that the item be tabled. No action was taken on this matter.
