4- <br /> Minutes - San Leandro City Council Meeting - July 22, 1991 Page - 11 - <br /> PUBLIC HEARINGS (continued) <br /> Council Member Corbett suggested that the developer be required to pay <br /> part of the cost of a left-turn signal at the intersection of Bancroft <br /> and Estudillo Avenues. The City Attorney said that such a condition <br /> would be dependent upon whether the City Traffic Engineer determined <br /> that the project contributed enough traffic to the intersection to <br /> warrant a left-turn signal . <br /> On motion by Council Member Polvorosa, seconded by Council Member <br /> Santos, the following resolution was introduced, with the following <br /> additions to the Conditions of Approval : <br /> 1. Condition II .A.6. , added a condition that landscape screening for <br /> Lots #96-105 shall consist of evergreen plantings. <br /> 2. Condition II .A.13 - Add a new condition to state: "Roof colors shall <br /> be medium to dark brown, medium to dark gray or gray-black or similar <br /> medium to dark colors. Main exterior walls shall be medium to dark <br /> colors. No white or bright colors or highly reflective materials <br /> incompatible with natural colors of plant material or earth shall <br /> be used. All exterior materials shall be subject to prior review <br /> and approval of the Planning and Building Director. " <br /> 3. Condition II .D. 1 . , added a condition that, if the City Traffic <br /> Engineer determines that the project will contribute to the need for <br /> a left-turn signal at the intersection of Estudillo Avenue and <br /> Bancroft Avenue, the developer shall pay a proportional contribution <br /> to the cost of construction. <br /> The following Resolution was then introduced: <br /> RESOLUTION NO. 91-154 <br /> RESOLUTION CERTIFYING FINAL ENVIRONMENTAL IMPACT REPORT <br /> AND APPROVING PLANNED UNIT DEVELOPMENT PD-89-10 <br /> AND PREZONING A-89-9 <br /> Introduced by Council Member Polvorosa who moved its adoption, seconded by <br /> Council Member Santos and carried by the following called vote: <br /> AYES: Council Members Perry, Polvorosa, Santos; Mayor Karp ( 4 ) <br /> NOES: Council Members Corbett and Glaze ( 2 ) <br /> ABSENT: None ( 0 ) <br /> ABSTAIN: Council Member Faria ( 1 ) <br />
