The Mayor noted that five different agencies have jurisdiction over the property, and it has been difficult to get them all to work in unison. Council Member Glaze said the City has been attempting to get the Park District to accept the land. He said the Mayor and City Council have attempted to obtain funds from the Federal Government, as well as the State and the Port of Oakland, to buy the property, but have been unsuccessful . He said Citation Homes tried to sell the property in 1988, but public funds were not available and are still not available. Council Member Perry said she and Council Member Corbett had discussed the matter of the Park District taking over the land with members of the Park District Board while they were on board the Alma on Saturday, but the District said it is not part of their master plan. She said at least tonight's process would protect some portion of the land. Council Member Santos said the action to be taken at tonight's meeting was the result of years of complex negotiations. He noted that there is a restoration plan for the property which will create more wetlands than currently exist on the site. The City Council concluded by saying that a number of public agencies are interested in purchasing the site and maintaining it as open space, but the funds to do so are not available. 5.
