• <br /> Minutes - San Leandro City Council Meeting - August 5, 1991 Page - 12 - <br /> PUBLIC HEARINGS (continued) <br /> C. Matter of Report of the Planning and Building Department - Imposing <br /> Liens for Non-Payment of Neighborhood Preservation Nuisance Abatement <br /> Charges. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Joann Scilley, Community Standards Coordinator, described the <br /> enforcement procedure, appeal process, and abatement and lien process <br /> related to both the Neighborhood Preservation Program (NPO) and the Weed <br /> Abatement Program. She said the NPO provides a minimum of three notices <br /> to property owners. She said the purpose of the NPO Hearing and the <br /> Weed Abatement Hearing was to allow the City to place liens on the tax <br /> rolls for the cost of abatement of nuisances. <br /> The Neighborhood Preservation Nuisance Abatement Charges Hearing was <br /> then opened to the public. <br /> Initially, there were no comments from the public, and the City Council <br /> moved to close the Public Hearing and to adopt the Resolution Confirming <br /> the Report of the Planning and Building Director. <br /> Mrs. Clara Neimeyer, a property owner, then came forward. The Hearing <br /> was reopened and the motion on the Resolution withdrawn. <br /> Clara Neimeyer, 1063 Victoria Court, said she had mowed the weeds and <br /> planned on removing them the next day, but the City went in and did <br /> work. She said she had been sent a bill even though the weeds were <br /> already mowed, and she felt this was not fair. <br /> Joann Scilley presented photographs showing the condition of the <br /> property immediately prior to the start of work by the City's contractor <br /> and after completion of the work. She noted that the property contained <br /> a number of boxes and piles of debris, which were also removed, in <br /> addition to the weed removal . <br /> There being no further comments from the public, on motion of Council <br /> Member Santos, seconded by Council Member Glaze, and carried <br /> unanimously, the Public Hearing was closed. <br /> The following Resolutions were then introduced: <br /> RESOLUTION NO. 91-169 (2557) <br /> RESOLUTION OVERRULING PROTESTS <br /> NEIGHBORHOOD PRESERVATION NUISANCE ABATEMENT CHARGES <br /> Introduced by Council Member Glaze who moved its adoption, seconded by Council <br /> Member Corbett and carried by the following called vote: <br /> AYES: Council Members Corbett, Faria, Glaze, Perry, Polvorosa, Santos; <br /> Mayor Karp ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br />
