Minutes 5 October 30, 1991
Joint Work Session
City Council/Redevelopment Agency/
Planning Commission/Board of Zoning Adjustments
(NOTE: Mayor Karp directed that the minutes of the Joint Work Session
accompany the document approving the plan. )
The Mayor called a recess at 8:30 P.M. and reconvened the work session at 8:50
P.M. to consider matters related to the Corporation Yard Site.
Report and Recommendation of the Corporation Yard Site Study Committee.
Bill Rugg distributed to the full committee a memorandum dated October 30, 1991
from the Chairman of the Corporation Yard Site Study Committee containing
recommendations concerning the disposition and development of the Corporation
Yard Site. He explained the contents of the report, including the 3 development
options and related priority of each option.
Bill Rugg, in response to Commissioner Reed, explained that the Disposition and
Development Agreement will contain a very detailed timeline of events.
Bill Rugg, in response to Council Member Glaze, explained that Option 1 will be
designated as the preferred option and that a "special screening committee" may
be involved in the developer selection process.
Council Member Polvorosa suggested remaining open to consider all options.
Mayor Karp commented that it may be appropriate to allow four or five developers
to submit formal proposals rather than just three.
Bill Rugg, in response to Council Member Perry, related that the performing arts
facility study will probably be completed before requests for proposals are
mailed.
Council Member Glaze stated that project description should define very clearly
and accurately what the City wants regarding senior housing and suggests pursuing
Option 1 only but with some variables re the housing component.
Bill Rugg commented generally on the feasibility of senior assisted housing and
the Agency's financial participation in the project. He also stated that Agency
financial assistance may be necessary to build a parking structure and that the
"screening committee" would have an opportunity to review various proposed
documents.
Mayor Karp, in response to a query from Commissioner Berger, commented that the
Council/Agency should be open to discussing development options other than those
three recommended by the Committee.
Council Member Corbett suggested exercising caution with respect to offering too
many options.
•
