Minutes 5 October 30, 1991 <br /> Joint Work Session <br /> City Council/Redevelopment Agency/ <br /> Planning Commission/Board of Zoning Adjustments <br /> (NOTE: Mayor Karp directed that the minutes of the Joint Work Session <br /> accompany the document approving the plan. ) <br /> The Mayor called a recess at 8:30 P.M. and reconvened the work session at 8:50 <br /> P.M. to consider matters related to the Corporation Yard Site. <br /> Report and Recommendation of the Corporation Yard Site Study Committee. <br /> Bill Rugg distributed to the full committee a memorandum dated October 30, 1991 <br /> from the Chairman of the Corporation Yard Site Study Committee containing <br /> recommendations concerning the disposition and development of the Corporation <br /> Yard Site. He explained the contents of the report, including the 3 development <br /> options and related priority of each option. <br /> Bill Rugg, in response to Commissioner Reed, explained that the Disposition and <br /> Development Agreement will contain a very detailed timeline of events. <br /> Bill Rugg, in response to Council Member Glaze, explained that Option 1 will be <br /> designated as the preferred option and that a "special screening committee" may <br /> be involved in the developer selection process. <br /> Council Member Polvorosa suggested remaining open to consider all options. <br /> Mayor Karp commented that it may be appropriate to allow four or five developers <br /> to submit formal proposals rather than just three. <br /> Bill Rugg, in response to Council Member Perry, related that the performing arts <br /> facility study will probably be completed before requests for proposals are <br /> mailed. <br /> Council Member Glaze stated that project description should define very clearly <br /> and accurately what the City wants regarding senior housing and suggests pursuing <br /> Option 1 only but with some variables re the housing component. <br /> Bill Rugg commented generally on the feasibility of senior assisted housing and <br /> the Agency's financial participation in the project. He also stated that Agency <br /> financial assistance may be necessary to build a parking structure and that the <br /> "screening committee" would have an opportunity to review various proposed <br /> documents. <br /> Mayor Karp, in response to a query from Commissioner Berger, commented that the <br /> Council/Agency should be open to discussing development options other than those <br /> three recommended by the Committee. <br /> Council Member Corbett suggested exercising caution with respect to offering too <br /> many options. <br /> • <br />
