• <br /> Minutes - San Leandro City Council Meeting - November 18, 1991 Page - 11 - <br /> PUBLIC HEARINGS (continued) <br /> Dwight Anderson, Regional Manager for National Tank Truck Company, said <br /> Best is a subsidiary of his Company. He said Best has one customer, <br /> Coca-Cola USA. He said agreement was reached with Coca-Cola in March <br /> 1989. As a result, Best located in San Leandro because that is where <br /> the Coca-Cola Bottling Company is. He said he came to the City on <br /> April 3, 1989, and applied for a Business License. He worked with <br /> Local 70 to make sure professional truck drivers are available. He <br /> bought nine new tractors and twelve new trailers and negotiated a labor <br /> agreement with Local 70. He said a number of meetings have been held <br /> regarding the activities on the site, but in response to a question <br /> from Council Member Santos he said Best had not formally asked for <br /> modifications to the Agreement. Mr. Anderson acknowledged that Best <br /> has violated the hours of operation in the Agreement, but he said as <br /> Coca-Cola's business grew, Best's business grew, and they were unable <br /> to meet the requirements of the Agreement. He said he has met with <br /> Larry Norry and tried to find some middle ground but has been <br /> unsuccessful . <br /> Council Member Corbett asked why Best signed the Agreement in February <br /> 1990 if they knew they could not meet the conditions of the Agreement. <br /> Mr. Anderson said when they signed the Agreement it appeared they could <br /> meet the requirements, but when the hours required by Coca-Cola <br /> changed, they were no longer able to meet the requirements. <br /> The City Council asked a number of questions regarding the actual hours <br /> of operation that would be required for Best to successfully operate <br /> • <br /> their business. They said they would be required to operate on Sundays <br /> and between 3:00 a.m. and 6:00 a.m. and 8:00 p.m. and 10:00 p.m. on <br /> week days and certain other days. <br /> In response to a question from the Mayor, Mr. Anderson indicated the <br /> truck servicing and fueling is done at Lasley's Truck Stop. <br /> The Hearing was then opened to the public. <br /> Darryl Wright, Business Representative for Teamsters Local 70, said he <br /> wished to speak on behalf of Best. He said he did not feel they should <br /> have signed the Letter of Agreement because Coca-Cola operates on its <br /> own wavelength and those who do business with Coca-Cola must work in <br /> accordance with its requirements. He said he would like to see Best <br /> stay in San Leandro. He said when Best came to San Leandro they were <br /> advised it was a good place to do business. He said a number of <br /> members of Local 70 live in San Leandro and are active in many areas <br /> throughout the community. He said 25% of people doing business in <br /> California say they now intend to leave, he would like to see Best be <br /> able to remain in San Leandro. He said consideration should be given <br /> to the fact that Best has been straight forward and acknowledged the <br /> violations to the Agreement and explained why, he said he understands <br /> the concerns of the neighbors but feels this is a clean business, the <br />
