Minutes - San Leandro City Council Meeting - December 2, 1991 Page - 2 - <br /> PUBLIC COMMENTS (continued) <br /> The City Council asked a number of questions regarding the relationship <br /> between Bay Area Mini Cab, Bay Area Management, St. Mini Cab, Goodwill , <br /> and Veterans' Cab companies. Mrs. Hopkins explained that Bay Area <br /> Management was a company that she and her husband had put together to <br /> help smaller cab operators who don't have the know-how to compete for <br /> contracts in the Bay Area. She said originally St. Mini Cab had been <br /> one of these smaller companies. <br /> Nancy Hillis, Recreation-Human Resources Department, Coordinator of the <br /> Paratransit Program, said the proposal submitted by Goodwill Company in <br /> response to a Request for Proposal (RFP) was through Bay Area <br /> Management Company. She said the proposal was for Goodwill to work <br /> with a number of other smaller cab companies; however, Mrs. Hopkins <br /> could not identify which companies she would be using. Ms. Hillis said <br /> the contract Goodwill has worked under for the past few months during <br /> the emergency situation has not worked well . She said there have been <br /> problems with insurance, delays in getting insurance, and problems with <br /> pickup and waiting times. She said St. Mini Cab performed better than <br /> Goodwill under the current contract. She said while she appreciates <br /> what Goodwill has done in times of crisis, it is important to give the <br /> best possible service to the citizens. She said that, of the proposals <br /> submitted, the best was Mayflower; but there were not sufficient funds <br /> in the Paratransit Program to go with the Mayflower contract. <br /> Rusty, General Manager, Mini Cab, said they shared the emergency <br /> contract with Goodwill Cab under the name of Bay Area Management. She <br /> said Bay Area Management was never formed as a partnership. She said <br /> Goodwill Cab was riding on St. Mini Cab's insurance but was not named <br /> on the insurance or Workers' Compensation. She said, although <br /> Veterans' Yellow Cab is owned by the same company as St. Mini Cab, <br /> Veterans' Yellow Cab would not be providing service through the <br /> Paratransit Program. They would only be providing regular taxi <br /> service. <br /> In response to questions from the City Council , she said St. Mini Cab <br /> has been purchased by a new owner, who is currently getting a PUC <br /> number for the Company under his name, but St. Mini Cab does have an <br /> existing PUC number. <br /> Council Member Santos asked a number of questions regarding insurance. <br /> He asked if Mini Cab's insurance company had a policy and whether <br /> Goodwill was named as an additional insured. Rusty responded that it <br /> was not, nor was it named on the Bay Area Mini Cab insurance. <br />
