Matter of CU-88-14 (1st Modification) ; Conditional Use; Modification to <br /> Conditional Use Permit to Delete Requirements for Landscaping for Used Car <br /> Sales Lot; 2000 Washington Avenue; Assessor's Parcel Number 77-554-26; Tim <br /> Moran; C-2 (Light Commercial ) District -- Appeal . Continued from City <br /> Council Meeting of December 19, 1989. <br /> This being the time and the place for the Public Hearing on the above matter, <br /> the City Clerk noted that the Hearing had been closed at the December 19, <br /> 1989, City Council Meeting. Gaye Quinn, Acting City Planner, noted the City <br /> Council had directed staff to work with Mr. Moran on landscaping <br /> requirements. She indicated staff had met with Mr. Moran and he had <br /> indicated that he would not do any additional landscaping because it was <br /> costly, would reduce his car display area, and would cause maintenance <br /> problems. He said he was seeking other tenants. She then noted the other <br /> Conditions of Approval which had not been complied with, such as on-site <br /> parking used for vehicle storage, lack of handicapped parking spaces, refuse <br /> area was not screened, the right-of-way had not been dedicated, and energy- <br /> conserving lighting had not been installed. She said staff feels the best <br /> thing would be to grant a six-month extension for Mr. Moran to comply with <br /> the landscaping requirements and review it in six months, but require that <br /> he meet all other Conditions of Approval within sixty days, and if he does <br /> not take steps to do so, a Hearing be called for revocation of his <br /> Conditional Use through the Board of Zoning Adjustments. <br /> The City Council asked questions regarding the Conditions of Approval that <br /> had not been met and asked what would happen if the property were sold. <br /> It was moved by Council Member Faria, seconded by Council Member Jardin, to <br /> require no new landscaping. The motion failed with Mayor Karp and Council <br /> Members Perry, Glaze, Suchman, and Santos voting no. <br /> On motion of Council Member Suchman, seconded by Council Member Glaze and <br /> carried unanimously, the City Council approved the staff recommendation to <br /> allow six months for Mr. Moran to meet the requirements related to <br /> landscaping and sixty days to meet all other Conditions of Approval . <br /> c. Matter of Proposal to Rename Floresta Boulevard to West Fairmont Drive and <br /> Halcyon Drive to Fairmont Drive. <br /> - Letter from Glen E. Petersen, President, Petersen's Termite Control , Inc. , <br /> opposing the renaming of Halcyon Drive. <br /> - Letter from Georgia and Evans K. Petersen, opposing the renaming of <br /> Halcyon Drive. <br /> This being the time and the place for the Public Hearing on the above matter, <br /> the City Clerk distributed a letter from Ulrich Christiansen, opposing the <br /> renaming of Halcyon Drive.
