Minutes - San Leandro City Council Meeting - March 19, 1990 Page - 7 - <br />• MISCELLANEOUS (continued) <br /> Roy Parker, Transportation Coordinator, described the traffic circulation <br /> on East 14th Street. He described various plans that have been considered <br /> and traffic flow and gave traffic counts. He said that allowing a left turn <br /> into Farrelly would cause a small number of drivers to make U-turns on East <br /> 14th Street but this would meet permissible traffic criteria. <br /> The Hearing was then opened to the public. <br /> The Mayor asked for comments from those in the audience who wished to comment <br /> on MacArthur Boulevard. <br /> George Piperis, Piper's Restaurant, said he felt the project would prove to <br /> be one of the most significant in San Leandro's history and commended the <br /> City Council for committing the time, money, and energy to this project. <br /> He said he felt the monument on East 14th Street should be constructed as <br /> proposed. <br /> The Mayor then asked for comments regarding Bancroft Avenue. <br /> Council Member Jardin described the plans for rehabilitation of the Victoria <br /> Circle area. <br /> Robert Bergendahl , 1180 Victoria Avenue, asked if any plans had been made <br /> for upgrading old Foothill Boulevard, including the possibility of a "You <br /> Are Now Entering San Leandro" sign. <br /> The Mayor then asked for comments related to San Leandro Boulevard. <br /> Don Lee, San Leandro Electric, said the City must maintain the momentum <br /> achieved so far. He commended Michael Freedman for his work and recommended <br /> the City Council approve the plans as proposed. <br /> The Mayor then asked for comments related to East 14th Street. <br /> The following persons spoke in opposition to the location for the proposed <br /> monument. <br /> In general , they recommended that the monument be located northerly of its <br /> proposed location, in the general area of Bristol Boulevard, and that traffic <br /> be allowed to make left turns in and out on Farrelly Drive.The speakers <br /> expressed concern regarding the increase in traffic they felt would occur <br /> related to the location of the monument and the difficulty for Farrelly Pond <br /> residents in leaving the area because they would not be able to make a left <br /> turn onto East 14th Street. They said they felt the proposed location would <br /> create an increase in traffic by drivers who would try to cut through the <br /> Farrelly Pond area. They felt the possible increased traffic could create <br /> safety problems for the residents. Some of the speakers also expressed <br /> concern regarding the impact the no left turn from Farrelly onto East 14th <br /> Street would have on business at the service station. <br />
