Minutes - San Leandro City Council Meeting - March 19, 1990 Page - 9 - <br /> MISCELLANEOUS (continued) <br /> Council Member Jardin noted that over the last two years much input has been <br /> received from the residential neighborhoods and businesses regarding the need <br /> to improve the North Area. He said that it has been found that people did <br /> want something done in the North Area. He said it was important to stop the <br /> disinvestment in the community and ensure that the quality of the community <br /> was properly displayed. He said the City had to move ahead on this matter. <br /> On motion of Council Member Jardin, seconded by Council Member Glaze, and <br /> carried unanimously, the City Council approved the North Area Street <br /> Improvements as presented, including a left-turn movement into Farrelly <br /> Drive. <br /> b. Matter of Telecommunications Contract with The Warner Group. <br /> Dick Randall , City Manager, noted that the proposed telecommunications <br /> contract was a continuation of the City's efforts to provide the most cost- <br /> effective and efficient telecommunications services possible. <br /> Mike Oliver, Assistant City Manager, discussed the history of data management <br /> and telecommunications in this City. He said that we now have 100 <br /> microcomputers, an HP system with 70 users, Police Department Records <br /> Management and computer-related Dispatch Systems, and are getting ready to <br /> implement a Library system and a permit tracking system and that strategic <br /> direction for the future is needed. <br /> Wandzia Grycz-Hernandez, Information Services Coordinator, discussed other <br /> issues, including focusing on how we use our existing assets to the fullest <br /> to improve City operations. She said it is important for all of the systems <br /> to have the ability to communicate with each other and it is necessary to <br /> standardize office products. She described the Requests for Proposals <br /> process and introduced Randy King and Steve Buckley from The Warner Group, <br /> specialists in assisting local governments in planning, selecting and <br /> implementing telecommunications systems. They described the goals of the <br /> RFP and discussed the proposed methodology and schedule. <br /> The City Council asked a number of questions related to the need for a <br /> consultant and the possibility of performing part of this work in-house. <br /> They expressed concern with the large amount of money already invested in <br /> the equipment. They also asked questions related to the program to be <br /> provided by The League of California Cities. <br /> Mayor Karp suggested that a workshop be conducted for the City Council on <br /> this matter. <br /> On motion of Council Member Santos, seconded by Council Member Perry, and <br /> carried unanimously, the Resolution Approving Contractor Services Agreement <br /> with The Warner Group of Woodland Hills, CA, for Telecommunication Services • <br /> was tabled and staff was directed to prepare a workshop for the City Council . <br />
