Matter of Report of Superintendent of Streets of the Cost of Repair of <br /> Sidewalks, Curbs and Gutters for 1989 Posted Properties. <br /> This being the time and place for the Public Hearing on the above matter, <br /> Bill Silva, City Engineer, explained the purpose of the Hearing was to assess <br /> property owners who had declined to make sidewalk repairs themselves and had <br /> not signed request forms. He indicated that two property owners had signed <br /> payment agreements. Those were the properties located at 301 Dowling <br /> Boulevard and 14831 Bancroft Avenue. Steve Meyers, City Attorney, questioned <br /> the City Engineer to determine whether procedures, as set forth in the <br /> Streets and Highways Code (1911 Act) were observed with respect to assessing <br /> and noticing those property owners assessed for sidewalk repairs. Mr. Silva <br /> indicated that all property owners had been noticed as required. <br /> The Hearing was then opened to the public. <br /> John Ortzow, 143 Gerald Drive, Danville, owner of the property at 693 <br /> Estudillo, said the sidewalk had been repaired in 1981 due to tree damage. <br /> He said at that time he had asked to have the trees removed but was told that <br /> was not the City's policy but if future damage occurred the City would pay <br /> for the repairs. <br />
