Letter from Recreation and Parks Commission Recommending Action Plan to <br /> Address Concerns of Residents Adjacent to Chabot Park. Dennis Smith, <br /> Recreation-Human Resources Director, said there had been a thorough analysis <br /> of the problems at Chabot Park, including a neighborhood meeting, and <br /> discussion at Recreation and Parks Commission meetings. He gave background <br /> on Police Department enforcement, signing and work which has been done with <br /> East Bay Regional Parks District. He discussed the Commission's <br /> recommendations and said preferential parking for residents was seen as a <br /> last resort and should not be considered until a gate has been installed and <br /> tested for a six-month trial period. <br /> John Emanuel , 1631 Estudillo, said he is also building a house at 1725 <br /> Estudillo. He read material which had been submitted to the Recreation and <br /> Parks Commission from home owners and said the abuse in the area should be <br /> eliminated. He described a variety of problems with theft, vandalism, trash, <br /> noise, and traffic which have occurred and impacted all of the neighbors in <br /> the area. He said he felt the park was used for parties, drugs, and other <br /> activities after hours. He said when the park vehicle access is closed, <br /> people park on the residential streets instead. He described the actions <br /> he felt should be taken. He said this was a City-wide issue, not just an <br /> issue for that residential area. <br /> Mayor Karp noted a meeting held with Mr. Smith and Mr. Emanuel and said the <br /> neighbors do not want restricted parking at this time but prefer that a gate <br /> be installed, as described by the Recreation and Parks Commission, and that <br /> curfew be enforced and that better signs and a staging area be installed. <br /> Council Member Perry asked for a status report on the emergency phone at the <br /> park and said it has been out for quite some time. <br /> The City Council asked questions regarding parking, the curfew, and gates <br /> currently in existence at the park. <br /> In summary, Mr. Smith recommended that the City Council consider the <br /> Recreation and Parks Commission Action Plan, deleting the reference to the <br /> permit-only parking and approving the installation of the gate on a six- <br /> month trial basis. <br /> On motion of Council Members Faria, seconded by Council Member Jardin and <br /> carried unanimously, this approach was approved. <br />
