Minutes - San Leandro City Council Meeting - June 18, 1990 Page - 9 - <br /> ORDINANCES PASSED TO PRINT AND ADOPTED: <br /> On motion of Council Member Santos, seconded by Council Member Polvorosa and <br /> carried unanimously, the following Ordinance was passed to print and adopted, <br /> with the proviso that the operative date not take effect until October 1, 1990. <br /> ORDINANCE NO. 90-011 (1170) <br /> AN ORDINANCE AMENDING TITLE II , CHAPTER 4 OF THE <br /> SAN LEANDRO MUNICIPAL CODE RELATING TO <br /> UTILITY USER TAXES - URGENCY ORDINANCE <br /> TO TAKE EFFECT IMMEDIATELY <br /> Introduced by Council Member Santos who moved that it be passed to print and <br /> adopted, seconded by Council Member Polvorosa, and carried by the following <br /> called vote: <br /> AYES: Council Members Corbett, Faria, Glaze, Perry, Polvorosa, Santos ( 6 ) <br /> NOES: None ( 0 ) <br /> ABSENT: Mayor Karp ( 1 ) <br /> City Manager, Dick Randall , said the purpose of this Ordinance is to allow the <br /> Board of Appeals to be expediously convened in that it creates two panels, one <br /> engineering related and one more general in nature, so that the panels can be <br /> convened on call . <br /> ORDINANCE NO. 90-012 (1211) <br /> AN ORDINANCE AMENDING SECTIONS 3-3-225 AND <br /> 7-5-110 AND REPEALING SECTION 7-5-410 OF THE <br /> SAN LEANDRO MUNICIPAL CODE OF 1985 <br /> RELATING TO BOARD OF APPEALS <br /> AND DECLARING THIS ORDINANCE TO BE AN <br /> URGENCY MEASURE FOR THE PRESERVATION OF THE <br /> PUBLIC PEACE, HEALTH AND SAFETY <br /> Introduced by Council Member Faria who moved that it be passed to print and <br /> adopted, seconded by Council Member Perry, and carried by the following called <br /> vote: <br /> AYES: Council Members Corbett, Faria, Glaze, Perry, Polvorosa, Santos ( 6 ) <br /> NOES: None ( 0 ) <br /> ABSENT: Mayor Karp ( 1 ) <br /> ORDINANCES PASSED TO PRINT: <br /> Tom Clausen, Traffic Engineer, referred to the June 4, 1990, City Council Work <br /> Session at which this matter was discussed. He said the City is required by law <br /> to perform a speed-zone study every five years in order to use radar as a means <br /> of enforcement. He said speed limits are to be set at or just below the 85th <br /> percentile and that 85% of the drivers are assumed to be driving at a reasonable <br /> speed. He said the speed limits can be set below the 85th percentile if there <br /> are hidden factors not readily available to the drivers. He discussed the <br /> various recommendations and said since the City Council Work Session, the only <br />
