Minutes - San Leandro City Council Meeting - August 20, 1990 Page - 2 - <br /> RESOLUTIONS (continued): <br /> potential residential development. This action will initiate the rezoning, <br /> and the following resolution will provide for preparation of an Environmental <br /> Impact Report on the rezoning, to supplement the General Plan EIR, and will <br /> address the additional issues that area appropriate at this level . This EIR <br /> will not address project issues; these would be addressed at the time a <br /> project is submitted. <br /> The City Council asked Mr. Vitz to review the Special Review Overlay <br /> District, and to describe the public review process for the rezoning, the <br /> EIR and any possible development. He explained that the Special Review <br /> Overlay District is a proposal in the new Zoning Code which creates an area <br /> for which City Council review is required for development. He further <br /> described the public review process. <br /> Barbara Shockley, 1890 Bockman Road, San Lorenzo, referred to the Preliminary <br /> Memorandum of Understanding with SCS Company, and to comments by Council <br /> Member Santos quoted in the Daily Review. She proposed that the City Council <br /> consider a user tax on the Marina area to pay for the acquisition of the <br /> dredge disposal site, to allow the City Council to make decisions related <br /> to the future use of the Citation property without undue influence. She said <br /> CALM supports designation of the property as Open Space and opposes <br /> residential development. <br /> Mayor Karp explained that all alternatives would be considered as part of <br /> the regular Environmental Impact process. <br /> Council Member Glaze discussed the wording of the Preliminary MOU with SCS. <br /> Mayor Karp further described the public hearing process. <br />• Evelyn Plate, 1341 Belding Street, read a letter regarding Robert's Landing <br /> related to Government Code regulations related to fair share housing and said <br /> she felt Citation's potential development did not meet fair share housing <br /> requirements related to pricing, availability of suitable sites, and <br /> congestion. She also discussed requirements related to the preservation of <br /> California wetlands. She said no houses should be built on the Roberts <br /> Landing site and the area should be left as Open Space. She also read a <br /> petition opposing the construction of houses on the Roberts Landing site. <br /> Council Member Perry suggested that the names of those in the audience <br /> interested in this matter be taken so they could be contacted when the public <br /> hearing was held before the Planning Commission. The City Council concurred. <br />
