Minutes - San Leandro City Council Meeting - October 1, 1990 Page - 5 - <br /> MISCELLANEOUS <br /> Mayor Karp complimented staff for their efforts in recycling office paper. He <br /> also distributed individual recycling containers for the City Council and a large <br /> recycling container for the City Council to dispose of their white paper. <br /> PUBLIC HEARINGS <br /> a. Matter of PD-89-9; General Development Plan and Precise Development Plan; <br /> Planned Unit Development; to Construct a Four (4)-Unit Condominium; 2540 <br /> Marina Boulevard; Assessor's Parcel Number 79A-588-17; Clifford G. Berg; 0- <br /> PDC (Outer Residential Planned Development Combining) District. <br /> This being the time and place for the Public Hearing on the above matter, <br /> Norm Weisbrod, Associate Planner, said the subject Application was for a <br /> four-unit condominium on the south side of Marina Boulevard between Aurora <br /> and Neptune. He said the property was zoned 0-PDC. He said the zoning <br /> allowed for one single-family dwelling and a duplex on the property. He said <br /> the PDC zoning allowed the Applicant to submit a Planned Development <br /> Application for a proposal in excess of a single-family home and a duplex <br /> and this proposal was for a four-unit condominium. He described the units, <br /> garages, and visitor parking and said the proposed parking exceeds the <br /> parking requirements. He said each unit would have a private patio and <br /> balcony and there would be a common open space at the rear. He described <br /> existing and proposed landscaping, elevation, fencing, and colors. He said <br /> a homeowners association will be established for maintenance of the property. <br /> o He said the proposal will provide ownership housing in an area where it is <br /> sorely needed. <br /> The Applicant, Robert Storer, said he agrees with all of the Conditions. <br /> Council Member Santos advised that he had received a phone call from but had <br /> no discussion with Mr. Storer on this matter. <br /> Mr. Storer went on to describe the style of the building, the type of <br /> roofing, and the color pallet. He said the CC&R's will include requirements <br /> related to maintenance. <br /> The City Council asked questions regarding the location of future solar <br /> panels and the length of time for completing construction of the units. They <br /> said the CC&R's should include prohibitions against inoperable vehicles and <br /> parking of boats and trailers on the property. They asked questions <br /> regarding the common area and whether or not an easement or a dedication was <br /> required. <br /> i <br /> Staff indicated that an easement was required but not a dedication. <br /> The Hearing was then opened to the public. <br /> There being no comments from the public, on motion of Council Member Faria, <br /> seconded by Council Member Perry and carried unanimously, the Public Hearing <br /> was closed. <br /> On motion of Council Member Santos, seconded by Council Member Perry and <br /> carried unanimously, the City Council approved PD-89-9. <br />
