Minutes - San Leandro City Council Meeting - November 5, 1990 Page - 8 - <br /> MISCELLANEOUS (continued) <br /> Steve Meyers, City Attorney, said Section 7-8-300 of the Municipal Code <br /> authorizes a reduction of any obligation upon recommendation of the City <br /> Engineer related to traffic and other matters, and the City Council can <br /> authorize issuance of the Building Permit with a reduction of the <br /> obligations. He recommended that the City Engineer and the City Attorney <br /> look into this matter and provide the City Council with necessary information <br /> to make a decision. <br /> d. The City Council continued its Work Session discussion regarding Cable TV <br /> rate increases. They asked a number of questions related to what additional <br /> service will be provided as a result of increases and how and why the <br /> increases had been made. They said it was their understanding that the <br /> build-out was supposed to result in decreased maintenance costs rather than <br /> increased costs. They asked what benefits there would be to the viewers <br /> other than the two-way system for pay-per-view. They said they were <br /> concerned that Cable TV was passing additional costs on for the monthly guide . <br /> and that it appeared to be a way to get around the re-regulation of the basic <br /> service. <br /> Tom Lacey, General Manager, United Cable TV, spoke regarding the increased <br /> capital and operating costs that Cable TV has experienced, including <br /> additional staffing for phones and repair and maintenance, additional <br /> vehicular operating and maintenance costs, increased gas prices, increased <br /> programming costs, increased wages and postage. He said the biggest item <br /> was the $25 million to rebuild the system. <br /> The City Council said they were not happy with the service from Cable TV and <br /> they felt that cable was increasing in cost but was not providing better <br /> service. They stressed to Mr. Lacey that Cable TV was only hurting itself <br /> • by increasing costs, the public was becoming increasingly disillusioned with <br /> Cable TV, and the City Council anticipated that cable TV would once again <br /> be regulated. <br /> • <br /> e. Council Member Santos said he has received complaints regarding late- • <br /> afternoon, south-bound traffic on Doolittle running the signal and making <br /> left turns onto Farallon and requested more enforcement in this area. <br /> f. Council Member Santos noted that he had received a letter from the County <br /> Assessor supporting a measure on the ballot and asked the City Attorney if <br /> this type of mailing from the Assessor was legal . <br /> g. Council Member Corbett noted that tomorrow is election day and encouraged <br /> everyone to get out and vote. <br /> h. Council Member Corbett noted that she had received many phone calls regarding <br /> the incident at San Leandro High School . She said the City has a fine Police <br /> Department; she has full faith in its investigation and feels anyone with <br /> any information can speak directly to the Police Department. She said San <br /> Leandro, as a City, does not tolerate racism. <br /> N <br />
