Similar efforts could be undertaken in 2014 if storms do not replenish reservoirs this winter and <br />spring. <br />DISCUSSION <br />The following sections outline the water reduction measures currently undertaken by the Public <br />Works Department and those that may need to be implemented in order reduce water usage by <br />20% as called for by Governor Brown. It is noted that currently EBMUD has not instituted a <br />required reduction and stipulates that customers "use water wisely". <br />Parks/Landscaping <br />The Parks Section has installed smart irrigation controllers at Toyon Park, Marina Park, Pacific <br />Recreation Complex, City Hall, and the Senior Center. Smart controllers use sensors and <br />weather information to manage watering times and frequency; as environmental conditions vary, <br />the controller increases or decreases irrigation. Smart controllers reduce outdoor water use by <br />an average of 15 to 30 percent. The section will evaluate the feasibility of installing smart <br />controllers at other parks and in other landscaped areas such as street medians as funding <br />sources become available. <br />Parks Section staff and contractors continuously check irrigation control valves based on water <br />budget reports from EBMUD. Leaks are identified and repaired and older valves are replaced <br />with new, more efficient valves, the cost of which can be partially offset by EBMUD rebate <br />programs. <br />In addition, the following parks use well water for irrigation, and would not be subject to possible <br />water restrictions: Bonaire, San Leandro Ball Park, Pacific Recreation Complex, Thrasher, <br />Manor, Halcyon, and Cherry Grove. <br />Other potential water reduction measures: <br />• Watering schedules for can be modified, as necessary, to reach a specific target <br />reduction. Such modifications could lead to plant loss and dry or dead spots in turf <br />areas; <br />• Mowers can be adjusted up in height, to allow for greater water retention on turf areas <br />(but will slow down ball play). Mulch and gorilla hair are already in use throughout the <br />City in landscaped areas and roadway medians; <br />• The concrete bleachers at San Leandro Ballpark are hosed off once per week during the <br />season to remove spilled sodas, etc. Staff can spot clean or eliminate cleaning entirely <br />to reduce water usage; and <br />• The water animal features at Marina Park could be turned off. <br />Golf Courses <br />The Water Pollution Control Plant supplies reclaimed water to the golf courses, with <br />approximately 95% of the course being watered with reclaimed water, and 5% (the greens) <br />watered with domestic water from EBMUD. With implementation, this has reduced the use of <br />
