File Number: 14-030 <br />restaurants, bars, business services) of the modern, digital workforce. <br />In general, the report notes that San Leandro's industrial legacy has created an enduring <br />economic engine that provides an ongoing source of jobs and economic output. However, <br />macroeconomic changes in the nature of manufacturing have led to many manufacturing jobs <br />being outsourced to other regions and countries. As a result, much of San Leandro's industrial <br />areas are now used for warehousing and logistics - uses that provide comparatively little in <br />terms of employment and wages. The strategies presented in the report are designed to help <br />San Leandro capitalize on new industrial trends, such as advanced manufacturing and the <br />"maker" movement to build upon our industrial assets and enhance the success of the <br />industrial areas. <br />The three key strategies presented in the report are: <br />1) Boost value-added companies, <br />2) Engage existing businesses, and <br />3) Humanize the industrial area. <br />ANALYSIS <br />As a result of the study, City staff has been working to identify near-term projects, assess <br />resources and develop a timeline to implement recommendations from the study. To inventory <br />the projects and programs identified in the Study, staff created the Next Generation Next <br />Steps Action Plan (attached). That document includes a menu of potential implementation <br />steps and preliminary cost estimates. The implementation options are comprised of a diverse <br />range of opportunities- from economic development programs and incentives to large-scale <br />capital improvement projects. <br />In order to obtain essential input from stakeholders, an Industrial Area Working Group was <br />convened on January 22, 2014. The Working Group consists of key stakeholders such as <br />industrial area property owners and businesses, Lit San Leandro, and the San Leandro <br />Chamber of Commerce. At the January 22 workshop, the Working Group participated in a <br />ranking activity to help prioritize the projects included in the Next Steps Action Plan. The <br />results of this exercise are attached. The top ranked programs and projects were as follows, <br />beginning with the highest priority: <br />1) Support improvements to the LINKS shuttle service; <br />2) Restaurant incentive program; <br />3) Mobile food trucks; <br />4) Enhanced business engagement; <br />5) Bicycle lane improvements; <br />6) "We Make Things" marketing campaign; <br />7) Pop-up restaurants; <br />8) Marina Boulevard streetscape improvements; <br />9) Energy efficient LED lighting program; and <br />10) Micro -brewery incentive program. <br />RECOMMENDED NEXT STEPS <br />Based on the recommendations from the Working Group, along with an assessment of <br />available staff resources and ongoing activities, staff recommends that the City prioritize the <br />City of San Leandro Page 2 Printed on 2/412014 <br />
