File Number: 14-026 <br />Boulevard intersection; and removing of a pork chop island and modifying the curb at the <br />southwest corner of the Floresta Boulevard/Monterey intersection including additional survey <br />work. <br />The additional work also includes enhanced detailing of bicycle signage and poles and <br />additional bicycle network design between the San Leandro BART Station and the new Kaiser <br />Hospital. The cost of this extra design work is estimated at $16,000. The Measure B funded <br />Account 144-36-299 set aside for Bicycle Network (East) Project contains sufficient funds to <br />cover the cost of the additional design work and subsequent construction. <br />Staff recommends that the above design work be added to the existing CSA with Aliquot <br />Associates, which will require an increase to the original purchase order of 33.33% from <br />$48,000 to $64,000, thereby exceeding the $50,000 limit for City Manager authority. Staff <br />also recommends that the City Council extend the term of the CSA from June 30, 2014 to <br />December 2014. Therefore, staff requests that the City Council authorize the City Manager to <br />issue change orders to the above purchase order, increase the P.O. limit to the amount <br />shown, and extend the time of completion of the CSA. <br />Current Agency Policies <br />The City has adopted a Complete Streets Policy and a Bicycle and Pedestrian Master Plan to <br />promote safe multi -modal transportation in the City. <br />Committee Review and Actions <br />Several updates on the project were presented to the Bicycle and Pedestrian Advisory <br />Committee (BPAC), including at the BPAC's last meeting on November 13, 2013. <br />Applicable General Plan Policies <br />• Goal 14 Bicycle and Pedestrian - Promote and accommodate alternative, <br />environmentally -friendly methods of transportation, such as walking and bicycling <br />• Action 14.01-A Bikeway Plan Implementation - Maintain and implement a city-wide <br />Bikeway Plan and update that plan regularly as conditions and needs change <br />• Action 14.01-B Capital Improvement Scheduling - Maintain a schedule of capital <br />improvement priorities in the City's Bikeway Plan and update the schedule as projects are <br />completed and additional funds become available. Capital projects should be developed <br />in accordance with the design standards and priorities identified in the Bikeway Plan <br />• Action 14.02 Funding - Aggressively pursue State and Federal funding for bicycle and <br />pedestrian improvements, while also including funding for bicycle and pedestrian <br />improvements in the City's Capital Improvement Program <br />• Action 14.03 Future Trail Alignments - Encourage the use of nature and man-made <br />corridors such as creeks and dormant rail lines for future bicycle and pedestrian trail <br />alignments. The safety of bicyclists and pedestrians and the privacy of adjacent property <br />owners should be top priorities in the design of such trails <br />• Action 14.04 Accommodations of Bicycles and Pedestrians - Require new development to <br />incorporate design features that make walking, cycling, and other forms of non -motorized <br />transportation more convenient and attractive.
