efficiency with carpool and high occupancy vehicle <br />infrastructure, and increasing safety on major truck <br />route corridors. In highway corridors where sales tax <br />investments will be made to implement high <br />occupancy toll (HOT) or express lanes, the net toll <br />revenues generated will be used to fund additional <br />improvements within those corridors, including <br />transit capital projects and operations. <br />In addition to focusing on highway efficiencies, this <br />Plan recognizes the need to move goods safely and <br />effectively. Recognizing the economic importance of <br />the Port of Oakland, highways must provide <br />connections between goods and market, and do so <br />with minimal impacts to residential neighborhoods. <br />BICYCLE AND PEDESTRIAN PATHS <br />AND SAFETY (8%) <br />Most trips begin or end on foot. Alameda County's <br />bicycle and pedestrian infrastructure is the "glue" <br />that holds the network together by extending the <br />reach of transit service, providing a non-polluting <br />and sustainable travel mode, and contributing to <br />public health and quality of life. A particular focus is <br />on the County's youth to encourage adoption of safe <br />and healthy habits through Safe Routes to Schools. <br />COMMUNITY DEVELOPMENT <br />INVESTMENTS (4%) AND TECHNOLOGY <br />AND INNOVATION (1%) <br />Transportation investments in local communities are <br />strengthened when development focuses on bringing <br />together transportation choices, housing and <br />expanded access to jobs and schools. This Plan <br />includes investments in every part of the County, <br />enhancing areas around BART stations and bus <br />transfer hubs that are slated for new development, <br />and supporting communities where biking, walking <br />and transit riding are all desirable options. <br />For transportation projects funded in this Plan to <br />promote the development of housing and jobs near <br />transit areas, project sponsors will mitigate direct <br />displacement as a result of projects. <br />In addition, a Technology, Innovation and <br />Development Program will support technological <br />advances in transportation management and <br />information. <br />The map on the following page shows the <br />investments planned in all areas of the County. <br />
