The Independent Watchdog Committee will <br />prepare an annual report on spending and <br />progress in implementing the Plan that will be <br />published and distributed throughout <br />Alameda County. On a periodic basis, the <br />Independent Watchdog Committee will review <br />the performance and benefit of projects and <br />programs based on performance criteria <br />established by Alameda CTC as appropriate. <br />Performance and Cost -Effectiveness: To <br />maximize transportation investments in the <br />Plan, Alameda CTC will evaluate performance <br />and cost-effectiveness of programs and <br />projects, as they are being implemented. <br />8. Strict Project Deadlines: To ensure that the <br />projects promised in this plan can be <br />completed in a timely manner, each project will <br />be given a period of seven years from the first <br />year of revenue collection (up to December 31, <br />2022) to receive environmental clearance <br />approvals and to have a full funding plan for <br />each project. Project sponsors may appeal to <br />the Alameda CTC Commissioners for one-year <br />time extensions. <br />9. Timely Use of Funds: Jurisdictions receiving <br />funds for transit operations, ongoing street <br />maintenance, services for seniors and people <br />with disabilities, and bicycle and pedestrian <br />safety projects and programs must expend the <br />funds expeditiously and report annually on the <br />expenditure, their benefits and future planned <br />expenditures. These reports will be made <br />available to the public at the beginning of each <br />calendar year. <br />10. Annual Budget and Strategic Plan: Each year, <br />Alameda CTC will adopt an annual budget <br />that projects expected sales tax receipts, other <br />anticipated revenues and planned <br />expenditures for administration, programs and <br />projects. Alameda CTC will also prepare a <br />strategic plan which will identify the priority <br />for projects and dates for project <br />implementation based on project readiness, <br />ability to generate leveraged funds and other <br />relevant criteria. Both the budget and the <br />strategic plan will be adopted at a public <br />meeting of the Alameda CTC Commissioners. <br />11. Commitments from Fund Recipients: All <br />recipients of funds allocated in this <br />expenditure plan will be required to sign a <br />Master Funding Agreement, which details <br />their roles and responsibilities in spending <br />sales tax funds and includes local hiring <br />requirements. Funding agreements will <br />include performance and accountability <br />measures. All funds will be allocated through <br />open and transparent public processes. In <br />addition, fund recipients will be required to <br />have an annual audit conducted by an <br />independent CPA to ensure that funds are <br />managed and spent according to the <br />requirements of this Plan. <br />12. Capital Improvement Program Updates: <br />Project descriptions will be detailed and fully <br />defined for inclusion in the Alameda CTC <br />Capital Improvement Program which will be <br />updated every two years and will provide for <br />geographic equity in overall funding <br />allocations. All allocations will be made <br />through a public process. <br />13. Geographic Equity: Funding formulas for all <br />programs will be revisited within the first five <br />years of the Plan implementation to ensure <br />overall geographic equity based on population <br />and/or other equity factors. Funding for capital <br />projects will be evaluated through the biennial <br />capital improvement planning process which <br />will include an evaluation of geographic equity <br />by planning area. <br />RESTRICTIONS ON FUNDS <br />14. No Expenditures Outside of Alameda <br />County: Under no circumstances may the <br />proceeds of this transportation sales tax be <br />applied to any purpose other than for <br />transportation improvements benefitting <br />Alameda County. Under no circumstances may <br />these funds be appropriated by the State of <br />California or any other governmental agency, <br />as defined in the implementation guidelines. <br />15. Environmental and Equity Reviews: All <br />projects funded by sales tax proceeds are <br />subject to laws and regulations of federal, state <br />and local government, including but not <br />limited to the requirements of the California <br />Environmental Quality Act (CEQA), and <br />
