Specifically, the agency <br />is authorized to, among other things: <br />A. Provide reasonable opportunities to <br />property owners in the project area to partic- <br />ipate in the redevelopment process, con- <br />sistent with the plan and rules adopted by <br />the agency. <br />B. Acquire and dispose of property in <br />the project area as needed to accomplish the <br />purposes of the plan. <br />C. Manage property under the owner- <br />ship and control of the agency. <br />(San Leandro Redevelopment Agency Supp. No. 3, 7-10) 122 <br />D. Provide relocation assistance to per- <br />sons displaced by redevelopment activities <br />in the project area. <br />E. Demolish or remove buildings and <br />improvements. <br />F. Plan, install, construct, expand, re- <br />pair, or reconstruct streets, utilities, and oth- <br />er public infrastructure. <br />G. Act jointly with private parties and/or <br />other public agencies to redevelop property <br />in the project area according to the plan. <br />H. Acquire and rehabilitate property for <br />resale. <br />I. Work with property owners in the <br />project area to rehabilitate structures and <br />other improvements. <br />J. Rehabilitate, develop, or construct <br />low and moderate income housing within <br />the project area and/or the city. <br />K. Require the recording of property <br />restrictions and covenants running with the <br />land to assure that future owners of property <br />in the project area will continue to comply <br />with the requirements of the plan. <br />L. Establish a program to provide loans <br />and grants for renovation of commercial and <br />industrial structures. <br />M. Establish shuttle systems to increase <br />the range and efficiency of existing public <br />transportation facilities. (Ord. 99-025 § 203, <br />1999) <br />3.08.020 Implementation plans. <br />Pursuant to subparagraph 33352(C) of <br />the Health and Safety Code, the agency has <br />prepared an initial implementation plan that <br />describes specific goals and objectives of the <br />agency, specific projects proposed by the <br />agency, including a program of actions and <br />expenditures proposed to be made within the <br />first five years of the redevelopment plan, <br />and a description of how these projects will <br />im- <br />
