Grouping of business activities which, in <br />close proximity to one another, are mutually <br />beneficial and development of medium to <br />high density residential uses supportive of <br />business and office activities will be of par- <br />amount importance. The land utilization <br />plan is specifically designed to prevent the <br />indefinite retention or development in the <br />project area of uses having an adverse influ- <br />ence on the physical cohesiveness of pedes- <br />trian shopping and business facilities, offic- <br />es, light industry and residential develop- <br />ment. Location within the project area of <br />permitted uses shall be as shown on land <br />utilization plan, Exhibit 1.28.020.
