pay for, develop, or construct any building, <br />facility, structure, or other improvement as <br />provided for in Attachment D hereto either <br />within or outside the project area for itself or <br />for any public body or entity to the extent <br />that such improvement would be of benefit <br />to the project area. <br />The agency is authorized to financially <br />(and otherwise) assist any public entity in <br />the cost of public land, buildings, facilities, <br />structures or other improvements (within or <br />outside the project area) to the extent per- <br />mitted by law. <br />During the period of development in the <br />project area, the agency shall insure that all <br />provisions of this plan and other documents <br />formulated pursuant to this plan are being <br />observed, and that development of the pro- <br />ject area is proceeding in accordance with <br />development documents and time schedules. <br />All development must conform to this <br />plan and all applicable federal, state, and <br />local laws, including without limitation, the <br />city's and county's development codes, <br />building, environmental and other land use <br />development standards, and must receive the <br />approval of all other appropriate public <br />agencies.
