Affordable Housing
AP -55 Affordable Housing — 91.220(g)
Introduction
In FY 2014-2015, the City of San Leandro will continue to diligently put efforts towards
providing affordable housing in the City for homeless, non -homeless, and special needs
households. Despite the decreasing allocation amount, the City continues to receive HOME
funds which can be used to acquire, rehabilitate, and construct affordable housing, as well as to
provide tenant -based assistance for income -eligible families. The passage of the California
State Legislation AB1x 26, which eliminated the Redevelopment Agency of the City of San
Leandro (Agency) and all the other redevelopment agencies throughout California on February
1, 2012, has severely impaired the City's ability to finance affordable housing activities with the
substantial loss of Redevelopment Housing Set -Aside funds, which the City historically used to
substantially fund affordable housing for low- and moderate -income households. Moreover,
there is a minimal balance in the City's Affordable Housing Trust Fund which includes in -lieu
fees from the City's Inclusionary Zoning Ordinance from for -sale projects consisting of two (2)
to six (6) total units. Consequently, with funds that continue to diminish, the City does not
anticipate having limited ability to provide rental assistance, produce new units, rehabilitated
existing units, and/or acquire existing units in FY 2014-2015.
One Year Goals for the Number of Households to be Supported
Homeless
0
Non -Homeless
0
Special -Needs
0
Total
0
Table 9 - One Year Goals for Affordable Housing by Support Requirement
One Year Goals for the Number of Households Supported Through
Rental Assistance
0
The Production of New Units
0
Rehab of Existing Units
0
Acquisition of Existing Units
0
Total
0
Table 10 - One Year Goals for Affordable Housing by Support Type
DRAFT City of San Leandro Annual Action Plan 16
2014
OMB Control No: 2506-0117 (exp. 07/31/2015)P,
