CITY OF SAN LEANDRO <br /> S A N L E A N D R O GENERAL PLAN UPDATE AND HR <br /> R <br /> EXHIBIT A: SCOPE OF WORK AND COSTS <br /> • An updated Environmental Hazards Element. Chapter 6 of the existing <br /> General Plan will be updated. Per State law, this Element will continue to <br /> address seismic and other geologic hazards, flooding, wildfire risks, hazardous <br /> materials, and noise. It will also address emergency preparedness and public <br /> health. Again, policies will be structured so they mitigate the expected <br /> environmental impacts of future growth, thereby reducing the need for <br /> additional mitigation measures or significance findings in the EIR. Additional <br /> policies may be developed to address issues such as sea level rise and GHG <br /> emission reduction,and to address current issues related to airport noise. <br /> As in the current Plan, each element will include background text, and a clearly <br /> organized hierarchy of goals, policies, and implementation measures. Maps and <br /> graphics will be developed for each element. The range of issues to be covered will <br /> include those mandated by the State, as well as any additional issues identified by <br /> Staff, the Planning Commission, and the City Council. Where necessary, policies <br /> will be followed by narrative text that explains or elaborates on their intent. <br /> 6.2 Prepare Other General Plan Elements <br /> The existing General Plan includes two "optional" elements, including a <br /> Community Design and Preservation Element (Chapter 7) and a Community <br /> Services and Facilities Element (Chapter 8). Both of these will updated as <br /> described below: <br /> • The Community Design and Preservation Element will continue to describe <br /> San Leandro's form and character and include policies to preserve and <br /> enhance the visual quality of the community. New policies might be <br /> considered to reflect the current design vision for Downtown, East l4'h Street, <br /> the two BART station areas, the marina, and the city's employment districts. <br /> This Element might also include new policies on historic and archaeological <br /> resources, and other aspects of the built environment. Revisions to the <br /> existing Element will be considered to reflect the recent Complete Streets <br /> Resolution and other issues raised during the public engagement process. <br /> • The Community Services and Facilities Element will continue to address police <br /> and fire services,schools and other educational services,child care,senior care, <br /> and utilities. The Element will be updated to reflect current data on each • <br /> service category, new forecasts, and relevant planning issues.
