The Port would pay San Leandro up to 1 million for San Leandro's cost to hire a consultant to handle and manage all aspects of -a 200 residential unit airport noise insulation program in San Leandro. The Port would also pay San Leandro' the cost for San Leandro -to have. contractors make noise insulation improvements to the residential' units at an estimated cost of about $20,000 a unit for a total of 4 million. Insulation of. a Library: The Port would perform a noise study on a - San Leandro branch library building and then pay to have the City insulate the library if the sound study shows interior noise levels exceed a standard 45 dB level. Port staff believes it is very unlikely that the 45 dB level will be exceeded. Contingent Residential Insulation: Should the Port elect to terminate or change its existing North Field Runway policy, resulting in adverse noise impacts on the Davis West and Timothy Drive neighborhoods, the Port would be required to provide additional funding to insulate additional residential units in those neighborhoods. The Director of Aviation states that it is unlikely that the Port would elect to terminate or change the Policy; but if it did, then whether or not there is a Settlement Agreement the noise insulation required could include up to approximately 400 additional residential units at a cost to the Port counting both consultant management and construction costs) of up to $10 million. Tri- annual Work Sessions of Aviation Committee: The Port's Aviation Committee would hold tri- annual work sessions with a three - member San Leandro City Council subcommittee at the Aviation Committee's regular or special meetings. The Port's current draft of the proposed Settlement Agreement contains the following provisions on these work session meetings: 11. Port Aviation Committee. The Port and the City each agree to make all reasonable and good faith efforts to have the Aviation Committee of the Board of Port Commissioners Aviation Committee ") and a three - member subcommittee of the City Council of the City of San Leandro City Committee ") meet tri- annually at work session meetings that will be a part of the Aviation Committee's regular or special meetings.
