The Port would pay San <br />Leandro up to 1 million for San Leandro's cost to hire a <br />consultant to handle and manage all aspects of -a 200 residential <br />unit airport noise insulation program in San Leandro. The Port <br />would also pay San Leandro' the cost for San Leandro -to have. <br />contractors make noise insulation improvements to the residential' <br />units at an estimated cost of about $20,000 a unit for a total of <br />4 million. <br />Insulation of. a Library: The Port would perform a noise <br />study on a - San Leandro branch library building and then pay to <br />have the City insulate the library if the sound study shows <br />interior noise levels exceed a standard 45 dB level. Port staff <br />believes it is very unlikely that the 45 dB level will be <br />exceeded. <br />Contingent Residential Insulation: Should the Port elect to <br />terminate or change its existing North Field Runway policy, <br />resulting in adverse noise impacts on the Davis West and Timothy <br />Drive neighborhoods, the Port would be required to provide <br />additional funding to insulate additional residential units in <br />those neighborhoods. The Director of Aviation states that it is <br />unlikely that the Port would elect to terminate or change the <br />Policy; but if it did, then whether or not there is a Settlement <br />Agreement the noise insulation required could include up to <br />approximately 400 additional residential units at a cost to the <br />Port counting both consultant management and construction costs) <br />of up to $10 million. <br />Tri- annual Work Sessions of Aviation Committee: The Port's <br />Aviation Committee would hold tri- annual work sessions with a <br />three - member San Leandro City Council subcommittee at the Aviation <br />Committee's regular or special meetings. The Port's current draft <br />of the proposed Settlement Agreement contains the following <br />provisions on these work session meetings: <br />11. Port Aviation Committee. The Port and the <br />City each agree to make all reasonable and good faith <br />efforts to have the Aviation Committee of the Board of <br />Port Commissioners Aviation Committee ") and a three - <br />member subcommittee of the City Council of the City of <br />San Leandro City Committee ") meet tri- annually at <br />work session meetings that will be a part of the <br />Aviation Committee's regular or special meetings.
