The conceptual points relating to noise insulation and other <br />items affecting operations at the Airport were based on proposals by the <br />Port's Director of Aviation and his staff. <br />The City and School Districts subsequently rejected the joint <br />proposal and their lawyers have submitted proposed modifications to the. <br />proposal. The joint proposal would have cost the Port an estimated $4.5- <br />6.0 million for noise insulation of 3 schools 3 million to 4.5 <br />million) and approximately 100 residences 1.5 million). The modified <br />proposal submitted by lawyers for the City and School Districts request <br />1S million to insulate 5 schools and about 500 residences. We want to <br />discuss with the Board in closed session on April 21 authority to submit <br />separate written offers to the School Districts and to the City. The <br />City's request to insulate 500 residences is unreasonable. None of the <br />residences will ever be in a greater than 65 dB CNEL Airport noise <br />contour the State compatibility standard), even under worst case future <br />conditions.
