Separate <br />offers were Made on April 24. The City has never responded. The <br />School Districts responded with a counter - offer. <br />Under the School Districts' counter - offer, two schools <br />Monroe and Corvallis would be added to three other so- called <br />Tier 1" schools which the Port would insulate as soon as the Port <br />has received FAA approval for the Airport Development Program <br />ADP ") and all litigation is resolved which will allow the Port <br />to proceed with the ADP. The School Districts' counter -offer <br />would increase the estimated insulation costs by 2 -$3 million, <br />from an estimated $3- $4.5 million to an estimated $5 -$7.5 million. <br />I want to to discuss with the Board in closed session on June <br />9 making a counter -offer to the School Districts that the Port is <br />willing to include Monroe and Corvallis as Tier 1 schools, <br />17703 <br />530 Water Sheet Jack London Square • P.O.
