Potentially <br /> Significant <br /> Potentially Unless Less than <br /> Significant Mitigation Significant <br /> Impact Incorporated Impact No Impact <br /> Comment a-d: Historic and archaeological resources were evaluated In the Downtown San Leandro TOD Strategy EIR <br /> (September 2007)and in the San Leandro General Plan EIR (November 2001). A review of historical maps indicate that <br /> the property, while currently vacant, was previously used as the Del Monte Processing Plant, but that building has since <br /> been demolished. The Del Monte facility was first identified in the 1968 Sanbom Map. There is the presence of residual <br /> foundation structures along the.southwestern boundary of the property that are left behind from the previous use. <br /> However,since the State Office of Historic Preservation typically considers structures to be potentially historic if they are at <br /> least 45 years old (built in 1950 or earlier) the remaining foundation structure is not considered to be eligible for historic <br /> status. Therefore, there are no historic structures on the project site and no impacts to buildings or resources that could <br /> have historic status. <br /> Based on an evaluation of the environmental setting and features associated with known sites, Native American cultural <br /> resources in this part of Alameda County are found in many areas adjacent to water resources like the bayshore or <br /> intermittent and perennial watercourses. The proposed project area is on a broad alluvial plain that is marginal to the <br /> bayshore. For this reason it is unlikely that unrecorded Native American cultural resources exist in the project area. <br /> Although the project site does not contain recorded Native American or historic-period archeological resources, there <br /> remains a low possibility of encountering Native American and cultural archaeological or human remains during site <br /> disturbance. Construction activities could result in ground disturbance that would cause a substantially adverse change in <br /> the significance of an unknown archeological resource. <br /> Mitigation Measure #4: The applicant shall cease any grading or construction activities and shall consult with <br /> appropriate representatives of the Native American Heritage Commission if human remains are discovered, in <br /> accordance with State Law and Section 7050.5 of the Health and Safety Code, Section 15064.5 (e) of the State <br /> CEQA Guidelines and Section 5097.98 of the Public Resources Code. <br /> Implementation of Mitigation Measures#4 reduces potential impacts to a less than significant level. <br /> VI. GEOLOGY AND SOILS. Would the project: <br /> a. Expose people or structures to potential substantial adverse effects, <br /> including the risk of loss, injury,or death involving: <br /> i) Rupture of a known earthquake fault,as delineated on the most recent X <br /> Alquist-Priolo Earthquake Fault Zoning Map issued by the State <br /> Geologist for the area or based on other substantial evidence of a <br /> known fault. Refer to Division of Mines and Geology Special <br /> Publication 42. <br /> ii) Strong seismic ground shaking? X <br /> iii) Seismic-related ground failure,including liquefaction? X <br /> iv) Landslides? <br /> X <br /> b. Result in substantial soil erosion or loss of topsoil? X • <br /> c. Be located on a geologic unit or soil that is unstable, or that would become X <br /> unstable as a result of the project,(excavation,grading,clearing,grubbing <br /> or fill)and potentially result In on-or off-site landslide, lateral spreading, <br /> subsidence,liquefaction or collapse? <br /> d. Be located on expansive soil,as defined in Table 18-1-B of the Uniform <br /> Building Code(1994),creating substantial risks to life or property?(21,27) X <br /> e. Have soils incapable of adequately supporting the use of septic tanks or X <br /> alternative wastewater disposal systems where sewers are not available <br /> for the disposal of wastewater?
