For a project within the vicinity of a private airstrip,would the project X <br /> • • <br /> expose people residing or working in the project area to excessive noise - <br /> levels? <br /> Comments: <br /> ' <br /> a-d: Existing ambient noise in the vicinity of the project site is predominantly due to proximity to the BART Station, motor <br /> vehicle traffic along San Leandro Boulevard, and noise from SPRR operations. After project buildout, the noise <br /> environment will be dominated by BART operations on the east facade of the proposed structures, by SPRR <br /> operations on the west facade and by a combination of both on the north and south facades. Aircraft-related noise•is <br /> low and infrequent,with only occasional civil aircraft operations being audible for brief periods. <br /> As described below in Section XV, Transportation/Traffic, implementation of the proposed project would result in a <br /> direct and indirect increase in employees and visitors to the project site over current conditions. The increased <br /> activity levels at the project site, In addition.to traffic and operation of the proposed project, have the potential to <br /> increase noise levels in the vicinity of the project. This potential increase could impact both existing sensitive <br /> receptors, as well as new potential residents within the project area. Accordingly, the effects of noise and vibration <br /> could have a potentially significant impact. <br /> Mitigation Measure #15: All commercial construction shall comply with the City's existing building codes <br /> related to sound attenuation. <br /> Mitigation Measure #16: All construction activity shall comply with the City's Noise Ordinance (Municipal <br /> Code Chapter 4-1, Section 11) so as not to make or cause disturbing, excessive or offensive noise which <br /> causes annoyance or discomfort to persons. <br /> Implementation of Mitigation Measures #15 and 16 will reduce potential impacts to a less than significant <br /> level. <br /> • e-f: The proposed project is not located within the vicinity of a public airport or private airstrip. Oakland International <br /> Airport is located approximately 2.1 miles northwest of the project site. The project site is slightly outside the airport's <br /> general referral area and well outside the designated noise zone. <br /> XIII. POPULATION AND HOUSING. Would the project: <br /> a. Induce substantial population growth in an area either directly(for example, X <br /> by proposing new homes and businesses or Indirectly(for example, <br /> through extension of roads or other infrastructure)? <br /> b.
