As lead agency,the City • :; <br /> of San Leandro is responsible.for all project mitigation,including any needed improvements to • • <br /> State highways.The project's fair share contribution;financing,scheduling,and implementation <br /> respohsibillties as well as lead agency monitoring should be fully discussed for all proposed • '•. <br /> . mitigation measures and the project's traffic mitigation fees should be•specifically identified in , <br /> • the environmental document.Any required roadway improvements should be completed prior to• , <br /> issuance of project occupancy permits.An encroachment permit is required when the project <br /> involves work in the State's right of way(ROW).Caltrans will not issue an encroachment permit <br /> until ow concerns are adequately addressed.Therefore,we strongly recommend that the load !I <br /> agency ensure resolution of Caltrans'CEQA concerns prior to submittal of the encroachment <br /> permit application; see the end of this letter for more information regarding the encroachment : <br /> permit process. <br /> IrnpaciAnalysis <br /> According to Table l of the Traffic Analysis dated July 15,2013,-the proposed project will <br /> generate approximate 491 AM,473 PM,and 3,485 daily trips respectively.Further, In Figure 3,it ' <br /> indicates that approximately 31 percent of the trips will access the project from the west and <br /> approximately 20 percent from the east.Please discuss why Interstate 880/Davis Street ramps and <br /> State Route 61 (Davis Street)/State Route 185(E. 14th Street)intersections were not analyzed. ; <br /> Due to the significant number of trips generated by the project,it might significantly impact <br /> operations at these two locations. . <br /> In Table 7,the proposed project will generate significant queue on the westbound left-turn 1' <br /> movement at the Davis Street/Alvarado Street intersection and to the northbound left-turn , <br /> movement at the Davis Street/San Leandro Boulevard intersection.However,it appears that the <br /> proposed project did not provide any mitigation measures for•queues.at•these locations.Without <br /> adequate mitigation,these impacts will significantly impact through traffic operations at these i; <br /> interactions.Please coordinate with Caltrens to develop mitigation measures for these Impacts. <br /> 'Cattrone improves mobility naroee Cali/ornio' 1 <br /> . . . •. . . . . .. . .. . .. .. .. <br />
