CityofSanLeandroAnnualActionPlan <br />2014 <br />2 <br />OMBControlNo:2506Ͳ0117(exp.07/31/2015) <br /> <br />Inpreparingtheproposedprogrambudget,thefollowingwereconsidered:housingandcommunity <br />developmentpriorityneeds,FiveͲYearStrategicPlanobjectivesforFY2010Ͳ14,andCDBGeligibility <br />criteria.TheCityisproposingtoallocateitsavailableCDBGdollarsinthefollowingeligiblefunding <br />categories:PublicServices,PublicFacilities,HousingActivities,andGeneralAdministration. <br /> <br />ForpublicservicestheCityproposestofundhomelessservicesandashelter,familysupportservicesfor <br />abusedchildrenandtheirfamilies,andservicesforspecialneedspopulation(i.e.mealdeliveryservice <br />forhomeboundseniorsandmealsinsupportivesettingsforseniors). <br /> <br />ForPublicFacilities,theCitymustallocate$204,037toHUDforprincipal/interestpaymentsforthe <br />City'soutstanding$2.5millionHUDSection108loanwhichwasusedtoconstructtheCity'ssenior <br />center.Inaddition,staffproposesallocating$55,000tocontinuetoassistintheimplementationofthe <br />City's2010UpdatedADATransitionPlanbyfundingthecompletionofarchitecturalmodifications <br />designedtomakeCityfacilities(includingtheMainLibrary,MarinaCommunityCenter,CityHall,South <br />Offices,PoliceDepartment,WashingtonManorLibrary,andMarinaPark)moreaccessibletopersons <br />withdisabilities.Furthermore,$100,452ofCDBGfundswillbeusedforthecontinuedinstallationof <br />wheelchairaccessiblesidewalksandcurbsthroughoutthecitytobringthemintoADAcompliance. <br /> <br />ForHousingActivities,staffrecommendsproviding$90,000ofCDBGfundstofundCity'sSingleͲFamily <br />HousingRehabilitationGrantProgram,whichprovidesminorrepairgrantstoextremelylowͲandveryͲ <br />lowincomeSanLeandrohomeowners. <br /> <br />TheCity'sadministrationfundingforFY2014Ͳ2015is$138,303inordertoadheretotheHUDͲregulated <br />20%spendingcapongeneraladministration.Staffisrecommendingtoallocate$128,303toCitystaffing <br />forprogramadministration.CDBGfundswillalsoonceagainbeallocatedtoECHOHousing'sFair <br />Housingservices.Staffproposestoallocate$10,000tofairhousingservicestoassisttheCityinmeeting <br />HUDrequirementstoaffirmativelyfurtherfairhousing. <br /> <br />Additionally,staffproposestocontinueusingtheCity'sHOMEfundsfortheacquisition,rehabilitation, <br />and/ornewconstructionofaffordablerentalhousingaswellastenantͲbasedrentalassistancetoserve <br />lowerincomehouseholdsinneed.Asoftoday,therearenoproposedHOMEͲfundedprojects. <br /> <br />3.Evaluationofpastperformance <br />Pastperformanceforpublicservicesandcapitalimprovementprojectswasevaluatedanddescribedin <br />theCity'sfinalConsolidatedAnnualPerformanceandEvaluationReport(CAPER)forFY2012Ͳ2013that <br />wassubmittedtotheHUDRegionalOfficeonSeptember19,2013.TheCAPERevaluatingFY2012Ͳ2013 <br />waspublishedforpubliccommentfromAugust28ththroughSeptember16,2013. <br /> <br />4.SummaryofCitizenParticipationProcessandconsultationprocess <br />HUDConsolidatedPlanregulationsrequireandprovideguidelinesfortheCitytodevelopacitizen <br />participationplanthatgovernsthepublicinputandnoticingprocessforcreatingtheconsolidatedplan <br />andsubsequentannualactionplans.Thegoalofthecitizenparticipationplanistoencouragebroader <br />publicinvolvementintheplanningandallocationofCDBGandHOMEfundsandimplementationof <br />relatedprograms.Aminimumoftwo(2)publichearingsarerequiredwithatleastone(1)hearingtobe <br />heldbeforetheDraftFY2014Ͳ2015AnnualActionPlanispublishedforpubliccomment.
