City of San Leandro <br />Meeting Date: June 2, 2014 <br />Staff Report <br />Agenda Section:File Number:14-185 CONSENT CALENDAR <br />Agenda Number:8.E. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Uchenna Udemezue <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution Awarding a Construction Contract to State <br />Roofing Systems for the City Hall South End Roof Replacement Project, <br />Project No. 2013.0300 <br />SUMMARY AND RECOMMENDATIONS <br />This contract provides for replacement of a portion of the roof on City Hall. <br />Staff recommends award of the construction contract to the low bidder , State Roofing <br />Systems, in the amount of $95,398 for the subject work. <br />BACKGROUND <br />In 2006, a roof survey was conducted by Skyline Engineering to evaluate the condition of all <br />roofs on City-owned buildings. The survey included an assessment of roof condition and a <br />budgetary estimate for repair/replacement. The portion of the City Hall roof over the Finance <br />Department and Environmental Services offices was found to be in poor condition , and <br />replacement was recommended. <br />Analysis <br />A total of five bids were received on April 30, 2014 ranging from $95,398 to $126,305. The <br />pre-bid engineer’s estimate for construction was $122,500. <br />This project is subject to the local business ordinance which provides for a local business <br />preference of 10% when comparing bids. Three bids were received from local businesses <br />and were evaluated using the preference. State Roofing Systems, a local business, <br />submitted a bid of $95,398 that was lowest bid with or without applying the local business <br />preference provision. <br />Page 1 City of San Leandro Printed on 5/27/2014
