1 <br /> IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> RESOLUTION NO. 99—19 (2855/2859) <br /> RESOLUTION ESTABLISHING PROCEDURES FOR DETERMINING <br /> RESPONSIBILITY OF BIDDERS FOR THE SAN LEANDRO COMMUNITY <br /> LIBRARY CENTER SEISMIC RETROFIT, RENOVATION AND EXPANSION <br /> PROJECT NO. 98-215-28-115 <br /> Recitals <br /> The City Council of the City of San Leandro does RESOLVE as follows: <br /> Section 1. City Council Resolution 98-166 requires the City Council to <br /> determine the responsibility of potential bidders on the San Leandro Community Library <br /> Center Seismic Retrofit, Renovation and Expansion, Project No. 98-215-28-115. <br /> Section 2. The City Council has issued a Responsibility Statement and <br /> Questionnaire Documents and Call for Bids for Project No. 98-215-28-115. <br /> Section 3. The City Council desires to provide the potential bidders who have <br /> submitted Responsibility Statements with due process in protesting any disputed <br /> determination of responsibility. <br /> NOW THEREFORE,the City Council of the City of San Leandro does <br /> RESOLVE that the following procedure shall be used to determine disputes involving the <br /> responsibility of potential bidders: <br /> a) The City Engineer, or designee, shall review all Responsibility <br /> Statement and Questionnaire Documents that were submitted within <br /> the time permitted by the City Council. If the City Engineer, or <br /> designee, determines that any potential bidder that has submitted a <br /> timely and complete Responsibility Statement and Questionnaire is <br />
