• <br /> IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> RESOLUTION NO. 99- 24 (2096) <br /> A RESOLUTION APROVING AMENDMENT NO. 1 TO THE ACTION PLAN FOR <br /> COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS, FISCAL YEAR <br /> 1998-99 AND AUTHORIZING EXECUTION AND SUBMISSION THEREOF BY <br /> THE CITY MANAGER <br /> 1. Through provisions of the Housing and Community Development Act and <br /> amendments, the Federal Government has made block grant funding available to local <br /> communities for the national objectives set forth in said Act. <br /> 2. The City of San Leandro has approved the Fiscal Year 1998-99 Action <br /> Plan of Community Development objectives and is familiar with the contents thereof <br /> 3. The City has commissioned an extensive blight study for the West San <br /> Leandro area. <br /> 4. The study has identified conditions in West San Leandro that have <br /> resulted in economic conditions of blight, including property values lower than <br /> industrial and commercial structures, vacant commercial space, and deteriorating <br /> infrastructure. <br /> 5. The City has identified an additional activity that will aid in the <br /> elimination of blight by rehabilitating existing commercial shopping centers. <br /> 6. The City has published notice and held a public hearing to inform citizens <br /> of the new activities for which funds will be used. <br /> 7. The shopping center that will be rehabilitated exhibits blighted conditions, <br /> including,but not limited to, stagnant sales and obsolete facades that are a deterrent to <br /> economic vitality. <br /> 8. The activity to be funded and carried out under this Amendment is <br /> categorically exempt from the California Environmental Quality Act, Guidelines <br /> Section 15301. <br /> 9. The City Manager recommends approval of the Amendment to the 1998- <br /> 99 Action Plan. <br /> The City Council of the City of San Leandro does RESOLVE as follows: <br /> 1. That the Action Plan for Program Year 1998-99 be amended to include the <br /> Shopping Center Renovation Program described in the attached project description. <br />
