• <br /> IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> RESOLUTION NO. 99 - 28 (1215/1270) <br /> A RESOLUTION ADOPTING THE AIRPORT AREA <br /> GATEWAY URBAN DESIGN CONCEPT <br /> 1. In September 1997 the City of San Leandro and the City of Oakland <br /> adopted the Oakland-San Leandro Joint Revitalization Plan which called for an Airport <br /> Area Gateway Urban Design Concept to enhance the gateway area; and <br /> 2. The urban design concept was developed as a collaborative effort by the <br /> City of San Leandro and the City of Oakland, as well as the Port of Oakland and the <br /> Alameda Transportation Authority to guide streetscape-related capital improvement and <br /> development efforts for Hegenberger Road, 98th Avenue, Doolittle Drive, and the 98th <br /> Avenue/Doolittle Drive overpass bridge; and <br /> 3. The Airport Area Gateway Urban Design Concept contains detailed <br /> recommendations for consistent street lighting, tree species, sidewalk and median <br /> dimensions, and sketch designs for banners, signage and neighborhood entrance <br /> markers; and <br /> 4. The Airport Area Gateway Urban Design Concept was presented and <br /> discussed with the Airport Area Business Association, (AABA), and at four community <br /> meetings held during the months of June, July, August and November 1998; and <br /> 5. Three review and input hearings were held with the Ad Hoc Liaison <br /> Subcommittee served by the mayor of San Leandro, the mayor of Oakland, two council <br /> members from each city, and a Port of Oakland Board Commissioner; and <br /> 6. The project is categorically exempt from the California Environmental <br /> Quality Act (CEQA) in accordance with Sections 15301 and 15304 of the State CEQA <br /> Guidelines; and <br /> NOW, THEREFORE, the City Council of the City of San Leandro, does resolve, <br /> declare and determine as follows: <br /> 1. That the the environmental determination for this project is approved and <br /> the Resolution complies with CEQA. <br /> 2. The the City Council hereby adopts the Airport Area Gateway Urban <br /> Design Concept. <br />
