■ <br /> IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> RESOLUTION NO. 99- 56 (2096) <br /> RESOLUTION APPROVING ACTION PLAN FOR <br /> COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS, <br /> FISCAL YEAR 1999-2000, AND AUTHORIZING EXECUTION <br /> AND SUBMISSION THEREOF BY THE CITY MANAGER <br /> Recitals <br /> Through provisions of the Housing and Community Development Act and amendments, <br /> the Federal Government has made block grant funding available to local communities for the <br /> national objectives set forth in said Act. <br /> The City of San Leandro has published notice and has held a public hearing as required <br /> by the Federal Department of Housing and Urban Development to inform citizens of the new <br /> activities for which funds will be used. <br /> An Action Plan of Community Development objectives and the proposed use of funds <br /> has been prepared reflecting the City proposals and citizen input; a copy of said statement and <br /> list of activities is attached hereto and incorporated herein by reference. The Council is familiar <br /> with the contents and has determined that the activities will give maximum feasible priority to <br /> benefitting low- and moderate-income households or will give aid in prevention or elimination of <br /> slums or blight. <br /> The activities to be funded and carried out or constructed under this Action Plan are <br /> exempt under one or more of the following CEQA sections: 15301, 1(A), 1(C), 1(D); or 15267. <br /> The City Manager recommends execution and submission of said Action Plan with <br /> activities and certifications as attached. <br />
