Action Plan-FY1999
City of San Leandro
Page 14
Stewart B. McKinney Homeless Assistance Act:
Alameda County Housing/Jobs Linkages Program (Supportive Housing Program)
In FY95, Alameda County HCD received a three year Supportive Housing Program grant from
HUD for $2.5 million for the Alameda County Housing/Jobs Linkages Program. This grant
application was a joint effort of HCD, the Alameda County Associated Community Action
Program (ACAP) and community partner agencies. The program provides transitional housing
rental assistance, employment services, case management and support services for homeless
families coming through any of seven shelters in the HOME Consortium. The participating
shelters are the San Leandro Shelter for Women and Children, the Family Emergency Shelter
Coalition(FESCO) and the Emergency Shelter Program(ESP) in Hayward, the Tri-City Homeless
Coalition and Shelter Against Violent Environments (SAVE) in Fremont, and the Tri-Valley
Haven and Valley Community Health Center in Livermore. Under contract to HCD, Allied
Housing (Hayward) administers the rental assistance component and BOSS (Building
Opportunities for Self-Sufficiency), also in Hayward, provides employment services. One
hundred forty families have been assisted by the program in the first two years of operation. It
is anticipated that more than 200 families will receive support over the life of the program.
Alameda County HCD has applied to HUD for renewal of the Supportive Housing Program grant
for the Housing/Jobs Linkages Program.
As a part of this grant, HCD contracted with FESCO and the Tri-Cities Homeless Coalition for
the acquisition and rehabilitation of up to 12 units of transitional housing at scattered South
County sites. One four unit site has been acquired by FESCO, and rehabilitation is complete. Tri-
Cities Homeless Coalition has acquired a triplex in Union City and an eight-unit complex in
Fremont. The Union City site has begun rehabilitation and the Fremont site is scheduled to be
completed in May 1999.
Stewart B. McKinney Homeless Assistance Act:
NOFA Competition
In 1997, HCD was awarded three new grants in the Continuum of Care SuperNOFA competition,
These include the $1,245,649 for the Alameda County Base Conversion Collaborative's
coordinated services program and multi-service center at the former Alameda Naval Air Station,
$426,825 for the development and operation of 28 units of transitional housing for homeless
veterans also at the Air Station, and $363,361 for the Reciprocal Integrated Services for
Empowerment (RISE) program to provide in-home support to formerly homeless people with
disabilities living in Southern Alameda County. All three grants will be implemented during
FY1999.
In 1998, the County-wide Continuum of Care Partnership submitted 22 applications for
Continuum of Care funds, including a renewal grant for the HOME Consortium-based
