Action Plan-FY1999 <br /> City of San Leandro <br /> Page 16 <br /> funds received are held in trust by HCD, but are expended under the guidance of the <br /> Collaborative. The funds have been used in assisting with pre-development of Alameda Point <br /> including hiring project managers, assisting in the development of an integrated service plan, and <br /> hiring architects. The Collaborative expects to expend the funds as part of its implementation <br /> activities at Alameda Point and the Oakland Army Base. <br /> Lastly, the Collaborative has reached an agreement with the City of Oakland and the Oakland <br /> Base Reuse Authority to serve the homeless related to the closing of the Oakland Army Base. <br /> Because the Continuum of Care model developed by HUD and included as part of its review of <br /> every Local Reuse Authority's base reuse plan includes more than the provision of housing, the <br /> Oakland Army Base is seen as potentially offering a significant number of employment and <br /> economic development opportunities for homeless providers county-wide. <br /> The mission of the Workforce Development Campus at the Oakland Army Base is to ensure the <br /> capture of employment opportunities at the Oakland Army Base and in the surrounding <br /> community, for the East Bay's "hardest to serve." This mission will be accomplished through the <br /> creation of a partnership between homeless service providers, West Oakland organizations and <br /> other community-based organizations, and local, public and private agencies to provide job <br /> linkage, employment and supportive services at the Oakland Army Base and other employer-based <br /> sites. <br /> The emphasis of the employment training and supportive services will be to enhance the long-term <br /> employability and earnings of persons served by the program. This objective will be <br /> accomplished through the provision of education and training programs that meet industry <br /> demand; by motivating the local community, participating agencies and their clients to learn new <br /> skills and practice good work habits; and by demonstrating to employers that it is good business <br /> to give opportunities to workers who, in the past, faced barriers to employment. <br /> OTHER PROGRAMS <br /> In addition to the Federal sources referenced (CDBG, HOME), the City of San Leandro will <br /> implement its housing and community development goals throughout additional non-Federal public <br /> and private sources. Included among these are: redevelopment tax increment financing, in-lieu <br /> funds, mortgage revenue bonds, low income housing tax credits, local development fees, and <br /> partnerships with local lending institutions. Examples of programs include the Community <br /> Assistance Fund, Economic Development Agency small business loan program, the Awning, Sign <br /> and Paint Program, and the First-Time Homebuyer Program. <br />
