Action Plan-FY1999 <br /> City of San Leandro <br /> Page 18 <br /> Network further evaluates job candidates and provides positive match-ups for interviews with East Bay <br /> employers. Following job placements, financial and coaching assistance is provided to assure a <br /> successful transition: (e.g., free child care, transportation, vouchers, assistance with wardrobe and <br /> uniform needs.) Ongoing individual case management and volunteered community support, is <br /> provided each participant to assist in job retention, career and personal growth. Seventy-five <br /> individuals are expected to be placed in continuous employment by June 30,2000. <br /> It is anticipated that CDBG and the City's Community Assistance funds will continue to support <br /> nonprofit agencies that provide job assistance and related services(such as child care)to low income <br /> members of the community. In recent years, several nonprofit agencies such as Davis Street <br /> Community Center, Community Resources for Independent Living(CRIL), Shelter Against Violent <br /> Environments (SAVE), and the San Leandro Shelter for Women and Children have provided job <br /> support and related services to families,disabled persons,and women with children who are homeless <br /> and/or in transition. <br /> A job-based,on-site literacy program is now occurring in coordination with several San Leandro based <br /> businesses. The City will continue to encourage new agencies and programs providing job assistance <br /> and related services to apply for funds. <br /> The City has addressed job creation and business retention through its Small Business Loan Program. <br /> The CDBG staff will continue to work closely with the City's Economic Development Coordinator <br /> to develop eligible programs and work within target areas which will benefit from CDBG funded <br /> economic development programs. <br /> INSTITUTIONAL STRUCTURE <br /> The Development Services Department is responsible for CDBG and HOME activities. The <br /> Department is made up of the Planning, Building and Redevelopment Divisions. Staff from all <br /> divisions collaborate on programs and projects to leverage the use of funds, and work closely with <br /> service and housing agencies to accomplish local community development objectives. <br /> In an effort towards enhanced communication with members of the community,the San Leandro Civic <br /> Center provides a "One Stop Counter" where community agencies, business representatives, and <br /> residents have access to staff from all City departments. <br />
