MONITORING STANDARDS AND <br /> PROCEDURES <br /> The City of San Leandro, as part of the overall administration of the CDBG and HOME program <br /> funds, monitors sub-recipients for compliance with HUD and City requirements. Examples of <br /> activities and programs that are monitored include: the City's contract with Alameda County for <br /> housing rehabilitation services; nonprofit agencies receiving public service funds and/or facility <br /> improvement projects; Small Business Loan recipients, and City-initiated public improvement <br /> projects. <br /> Monitoring includes: site visits; quarterly reports; evaluation of program brochures and <br /> applications; financial management; contract performance and compliance with the City's Exhibit <br /> E conditions (which identifies al HUD requirements); and job creation/retention activities. <br /> Sub-recipients are asked to account for the CDBG Program funds separately and audit reports are <br /> requested from sub-recipients who receive $25,000 or more in one fiscal year. <br />
