Action Plan-FY1999 <br /> City of San Leandro <br /> Page 5 <br /> construction of new units, and additional Section 8 Certificates and Vouchers. <br /> Leverage available funding from HOME, Redevelopment Housing Set-Aside, <br /> and private sources. <br /> Priority - Preserve existing affordable rental and ownership housing for low- and <br /> moderate-income households. <br /> Objective 1: Maintain programs to preserve and improve existing housing units affordable to <br /> low- and moderate-income households. <br /> Objective 2: Continue monitoring agreements for Below Market Rate rental units. <br /> Objective 3: Continue Minor Home Repair and Housing Rehabilitation Program for Very- <br /> Low and Low-Income homeowners. <br /> Priority - Assist low- and moderate-income first-time homebuyers. <br /> Objective 1: Continue to contribute Redevelopment funds toward the administrative costs of <br /> the MCC program. <br /> Objective 2: Continue to sponsor homebuyer information workshops to distribute information <br /> and prepare homebuyers for ownership. <br /> Objective 3: Continue to provide Redevelopment funds for loans to very-low, low- and <br /> moderate-income homebuyers for closing costs and/or downpayment assistance. <br /> Priority - Reduce Housing Discrimination. <br /> Objective: Continue to support programs to reduce housing discrimination. Fund the <br /> investigation of fair housing complaints by a non-profit agency, and co -sponsor <br /> educational seminars (MMAP) for rental owners and managers. <br /> HOMELESS NEEDS <br /> Priority -- Increase the availability of services and housing and fill gaps along the <br /> continuum of care for homeless people and people at risk of becoming homeless. <br /> Objective: Continue to support emergency shelter and transitional housing programs for <br /> homeless people and people at risk of becoming homeless. Proposed programs <br /> include: emergency shelter, transitional housing, supportive housing, Rental <br /> Assistance Program (RAP), clothing, food distribution, and health clinic. <br />
