Priority - Preserve existing affordable rental and ownership housing for low- and moderate-income households. Objective 1: Maintain programs to preserve and improve existing housing units affordable to low- and moderate-income households. Objective 2: Continue monitoring agreements for Below Market Rate rental units. Objective 3: Continue Minor Home Repair and Housing Rehabilitation Program for Very- Low and Low-Income homeowners. Priority - Assist low- and moderate-income first-time homebuyers. Objective 1: Continue to contribute Redevelopment funds toward the administrative costs of the MCC program. Objective 2: Continue to sponsor homebuyer information workshops to distribute information and prepare homebuyers for ownership. Objective 3: Continue to provide Redevelopment funds for loans to very-low, low- and moderate-income homebuyers for closing costs and/or downpayment assistance. Priority - Reduce Housing Discrimination. Objective: Continue to support programs to reduce housing discrimination. Fund the investigation of fair housing complaints by a non-profit agency, and co -sponsor educational seminars (MMAP) for rental owners and managers. HOMELESS NEEDS Priority -- Increase the availability of services and housing and fill gaps along the continuum of care for homeless people and people at risk of becoming homeless. Objective: Continue to support emergency shelter and transitional housing programs for homeless people and people at risk of becoming homeless. Proposed programs include: emergency shelter, transitional housing, supportive housing, Rental Assistance Program (RAP), clothing, food distribution, and health clinic.
