City of San Leandro <br />Meeting Date: June 16, 2014 <br />Staff Report <br />Agenda Section:File Number:14-219 CONSENT CALENDAR <br />Agenda Number:8.J. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Cynthia Battenberg <br />Community Development Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for Approving Community Development Block Grant (CDBG) <br />Agreements for FY 2014-2015 Between the City of San Leandro and CDBG <br />Sub-recipients for Public Services Grants <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council approve a resolution to enter into six (6) public <br />services grant agreements with the following service providers: <br />·Child Abuse Listening , Interviewing, and Coordination Center ($14,200); <br />·Davis Street Family Resource Center ($42,720); <br />·Family Emergency Shelter Coalition ($14,507); <br />·Service Opportunities for Seniors, Inc. ($18,100); <br />·Spectrum Community Services ($14,200); and <br />·Eden Council for Hope & Opportunity Housing for fair housing services ($10,000). <br />These CDBG projects were authorized by the City Council on May 5, 2014 in the FY <br />2014-2015 Consolidated Annual Action Plan . <br />BACKGROUND <br />Six organizations providing public services applied for funds under the City’s FY 2013-2015 <br />Community Assistance Grant Program (CAP) in January 2013, and with the Human Services <br />Commission’s (HSC) recommendations, were approved for funding for FY 2013-2014 and FY <br />2014-2015 by the City Council on May 6, 2013. <br />While the HSC’s CAP recommendations are for a two -year period (FY 2013-2014 and FY <br />2014-2015), funding for FY 2014-2015 is dependent upon the City’s annual entitlement grant <br />from the U.S. Department of Housing & Urban Development (HUD) and the performance of <br />each service provider in FY 2013-2014.
