EXHIBIT A <br /> WORK PROGRAM BETWEEN CITIZENS HOUSING <br /> AND CITY OF SAN LEANDRO <br /> 1. Upon approval of the City Development Services Director or designee, Contractor <br /> shall use the HOME funds subject to this contract to fund the acquisition of ninety- <br /> one (91) housing units located at 15370-15375 Tropic Court, San Leandro, <br /> California. <br /> 2. Contractor shall have primary responsibility for carrying out all phases of the <br /> development, including, but not limited to, securing additional financing, obtaining <br /> planning approvals, project design, rehabilitation, and leasing and management. The <br /> Development Services Director or designee shall approve the project budget before <br /> disbursement of the funds under this Agreement, and shall be notified of any <br /> aggregate change in the project budget exceeding 15%. <br /> 3. If necessary to ensure the project's financial feasibility, and with the written <br /> permission of the Development Services Director or designee, the Regulatory <br /> Agreement may be adjusted within the limits allowed by HOME. <br /> 4. Contractor shall record against the property a Regulatory Agreement in the form <br /> of Exhibit F which shall specify affordability and occupancy levels, term of <br /> affordability, maintenance and management standards, and other related <br /> requirements. <br /> 5. Contractor shall provide City with quarterly progress reports beginning from the <br /> time of execution of this Agreement until the date of initial occupancy. <br /> 6. Contractor shall meet specific timelines for the following tasks: <br /> 1. Retain Project Manager December 1, 1999 <br /> 2. Predevelopment Period <br /> (secure permanent financing) January 2000 - October 2000 <br /> 3. Commencement of Construction February 2001 <br /> 4. Initial Occupation February 2002 <br /> 1 <br />
