The invalidity of any clause, part or provision of this Regulatory Agreement <br /> shall not affect the validity of the remaining portions thereof. Nothing in this <br /> Regulatory Agreement shall prevent the City from exercising any of its rights under <br /> the Deed of Trust. <br /> SECTION 22. GOVERNING LAW <br /> This Regulatory Agreement shall be construed in accordance with the laws of <br /> the State of California. Nothing in this Regulatory Agreement shall prevent the City <br /> from exercising any of its rights under the Deed of Trust. <br /> SECTION 23. AMENDMENTS <br /> Except as otherwise provided hereunder, this Regulatory agreement may not be <br /> amended, changed, modified, altered or terminated except as permitted in this <br /> Agreement. This Regulatory Agreement shall be amended only by a written <br /> instrument executed by the Parties hereto or their successors in title, and duly <br /> recorded in the real property records of the County of Alameda, California. <br /> 11 <br />
