IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION NO. 2014-056 RESOLUTION APPROVING AND AUTHORIZING THE CITY MANAGER TO EXECUTE A HOSPITAL SERVICES GRANT AGREEMENT WITH THE ALAMEDA HEALTH SYSTEM TO SUBSIDIZE THE EMERGENCY SERVICES DEPARTMENT AND ACUTE IN-PATIENT SERVICES AT THE SAN LEANDRO HOSPITAL IN THE AMOUNT OF $1,000,000 PER YEAR FOR THREE YEARS, FOR A TOTAL OF $3,000,000 AND APPROPRIATE THE AMOUNT DUE FROM THE GENERAL FUND UNRESTRICTED RESERVE (ACCOUNT 010-14-010) FOR FISCAL YEARS 2013-14, 2014-15 AND 2015-16 RECITALS WHEREAS, on November 5, 2012, after discussion and debate and in the interest of City residents' health and welfare, the City Council, by motion, approved an agreement in principle to provide a financial subsidy of$1,000,000 per year over three years, for a total of$3,000,000,to the Alameda County Medical Center in support of San Leandro Hospital; and WHEREAS, the City Council authorized the City Manager to enter into time limited negotiations with Alameda County Medical Center(ACMC) for the express purpose of reaching an agreement, subject to the approval of the City Council, on the specific terms of the subsidy in the form of payments directly to ACMC for the purpose of subsidizing the operations of an emergency services department and acute in-patient services at the San Leandro Hospital; and WHEREAS, it is an express condition of the subsidy payments that Alameda Health System must maintain the emergency services department and acute in-patient services at San Leandro Hospital during the term of the agreement; and WHEREAS, the City Council is familiar with the contents of the Hospital Services Grant Agreement; and WHEREAS,the City Manager recommends approval of said agreement. NOW, THEREFORE,the City Council of the City of San Leandro does RESOLVE as follows: That said agreement with Alameda Health System in the amount of$1,000,000 per year for three years for a total of$3,000,000 to subsidize the emergency services department and acute in-patient services at San Leandro Hospital is hereby approved and execution by the City Manager is hereby authorized. That an appropriation in the amount of$1,000,000 per year for three years from the General Fund unrestricted reserve (Account 010-14-010) is hereby authorized for fiscal years 2013-14, 2014-15 and 2015-16.
