B. Small Scale Hazardous Waste. A center for the collection, short-term storage, <br />transfer, or limited processing of hazardous waste from households, small busi- <br />nesses or other small-scale generators. <br /> <br />Recyclable materials. Residential, commercial and industrial materials or by- <br />products, which are set aside, handled, packaged or offered for collection sepa- <br />rate from garbage for the purpose of being processed and then returned to the <br />economic mainstream in the form of commodities or products. <br /> <br />Recycling Facilities. A facility for the large scale collection and processing of recycled <br />materials, as regulated by Section 4-1646: Recycling Facilities. <br /> <br />Regional Mall. A regional mall is defined as a complex of retail uses and related activity <br />having a total gross leasable floor area of at least seven hundred thousand (700,000) <br />square feet, plus associated parking and enclosed common space accessible to the <br />public; having a wide range of retail uses including at least two (2) department stores; <br />and selling or providing a wide range of related goods and services such as restaurants <br />or food courts, banks or financial services, entertainment or recreation facilities, child <br />care services, and the like. <br /> <br />Regularly Features. The term “regularly features” with respect to an adult theater or <br />adult cabaret means a regular and substantial course of conduct. The fact that live per- <br />formances which are distinguished or characterized by an emphasis upon the display of <br />specified anatomical areas or specified sexual activities occurs on two (2) or more oc- <br />casions within a 30-day period; three (3) or more occasions within a 60-day period; or <br />four (4) or more occasions within a 180-day period, shall to the extent permitted by law <br />be deemed to be a regular and substantial course of conduct. <br /> <br />Research and Development Services. Establishments primarily engaged in industrial <br />or scientific research, including limited product testing. This classification includes elec- <br />tronics research firms or pharmaceutical or biological research laboratories, but ex- <br />cludes manufacturing, except of prototypes, or medical testing and analysis. <br /> <br />Residential Congregate Care Facilities. Use of a residence for the purpose of provid- <br />ing, for a fee, adult day care and/or twenty-four (24) hour-a-day, non-medical residential <br />living accommodations, day treatment, or foster agency services FOR SEVEN (7) <br />OR MORE INDIVIDUALS, and where the duration of stay is determined, in whole or in <br />part, by the individual residents’ participation in group or individual activities, such as <br />counseling, recovery planning, and medical or therapeutic assistance. This classifica- <br />tion includes facilities licensed by the State of California. This classification in- <br />cludes, but is not limited to, the following facilities as licensed by the State of California: <br />“Health Facility” (H&SC1250 et.seq.), “Community Care Facility” (H&SC 1500 et.seq.), <br />“Residential Care Facilities for the Elderly” (H&SC Section 1569 et.seq.), and “Alco- <br />hol/Drug Abuse Treatment Recovery or Treatment Facility” (H&SC Section 11384.11). <br />Also see Section 2-518: Residential Congregate Care Facilities.
