A “heavy-processing facility” is any processing facility other than a light- <br />processing facility. <br /> <br />4.3. “Reverse Vending Machine(s)” is an automated mechanical device that accepts <br />at least one or more types of empty beverage containers such as aluminum <br />cans, glass and plastic bottles, and issues a cash refund or a redeemable credit <br />slip. A reverse vending machine may sort and process containers mechanically, <br />provided that the entire process is enclosed within the machine. <br /> <br />a. A “single-feed reverse vending machine” is designed to accept individual <br />containers one (1) at a time. <br /> <br />b. A “bulk reverse vending machine” is designed to accept more than one (1) <br />container at a time and to compute the refund or credit due on the basis of <br />weight. <br /> <br />4. “Mobile Recycling Unit” means an automobile, truck, trailer, or van and appurte- <br />nant bins, boxes or containers used for the collection of recyclable materials. <br /> <br />5. “Small Scale Hazardous Waste Center” means a center for the collection, <br />short-term storage, transfer, or limited processing of hazardous waste from <br />households, small businesses or other small-scale generators, as defined in <br />Article 3: Definitions, Section 1-304, under “Recycling Centers.” <br /> <br />B. Permits Required.
