Provide each sign user an opportunity for effective identification by limiting the num- <br />ber and area of signs permitted on all sites. <br /> <br />B. Limit off-premise signs in order to maintain the visibility of on-premise signs. <br /> <br />C. Maintain and enhance the quality of the City’s appearance by avoiding clutter and by <br />subjecting certain signs to design review. <br /> <br />D. Enable users of goods and services to identify establishments offering services to <br />meet their needs. <br /> <br />E. Regulate the number and size of signs according to standards consistent with the <br />types of establishments in each zoning district or in different portions of a zoning dis- <br />trict. <br /> <br />F. Protect residential districts adjoining nonresidential districts from adverse impacts of <br />excessive numbers or sizes of nearby signs.
